All Tenderers who wish to submit a tender must file a request for\n participation by submitting the European Single Procurement Document (hereafter ESPD)\n in accordance with the time limits put forth in the procurement documents. The Tenderer\n must declare whether the Tenderer is covered by the exclusion grounds listed in the\n ESPD.
