The candidate must submit an ESPD as preliminary\n documentation of the circumstances set out in section 148(1), paras (1)-(3) of the\n Danish Public Procurement Act (udbudsloven) and section 137(1), para (4) of the Danish\n Public Procurement Act. The ESPD should be submitted as a PDF file. Candidates must\n also submit any separate reference list, if applicable, together with their application\n and otherwise submit the information specified in this tender notice and the tender\n conditions. It is not necessary for the candidate to sign the ESPD document. For groups\n of operators (e.g., a consortium), a separate ESPD must be submitted for each participating\n operator. Where the candidate is a group of operators, the ESPD document of each participant\n in the group must be signed by the participant in question. Before\n the award decision is made, the tenderer to whom the contracting entity intends to\n award the contract must provide documentation of the information submitted in the\n ESPD pursuant to sections 151-152, cf. section 153 of the Danish Public Procurement\n Act. As an alternative to the documentation mentioned in sections 153-155, 157 and\n 158 of the Danish Public Procurement Act, the tenderer may submit to the contracting\n entity a certificate of registration in an official list of approved economic operators,\n see section 156 of the Danish Public Procurement Act, issued by the competent authority.\n The contracting entity only accepts certificates of registration in an official list\n from tenderers established in the country holding the official list.

It should be noted that the procurement\n is subject to Regulation (EU) No. 2022/2560 of the European Parliament and of the\n Council of 14 December 2022 on foreign subsidies distorting the internal market. As\n of 12 October 2023, applicants are obliged to submit, as part of their application,\n a notification/declaration concerning any financial contributions received from third\n countries, see Article 29 of the Regulation. Prequalified applicants will be obliged\n to update the notification/declaration upon submission of tender.
The contracting\n entity will select the number of candidates by applying the selection criteria stated\n in this contract notice, unless the contracting entity receives no more than the stated\n number of compliant requests for participation.
It should be noted that the duration\n of the contract, as stated in section 5.1.3 of this contract notice, is from the date\n of signature until the task is completed or the agreement is terminated.
The contracting\n entity may use the procedure of section 159(5) of the Danish Public Procurement Act\n in the event that tenders do not comply with the formal requirements of the tender\n documents.
Attention is drawn to Article 5k in Regulation (EU) No 833/2014 as\n amended which applies to the tender procedure. The provision contains a prohibition\n against award of contracts to Russian companies and Russian-controlled companies,\n etc. (reference is made to Article 5k, section 1, for the precise definition of the\n operators subject to the prohibition). An information\n meeting and site visit will be held Wednesday May 20, 2026 at the construction site,\n on the address Bispebjerg Bakke 23, 2400 Copenhagen NV. For practical reasons, operators\n interested in participating in the meeting are asked to sign up via the electronic\n tendering system not later than 3 days before the meeting with indication of name\n of business and number of participants. The contracting entity may reduce the number\n of participants per business. The contracting entity will draw up brief minutes of\n the information meeting which will be announced to all tenderers participating in\n the tender procedure via the electronic tendering system. The site visit is arranged\n in order to provide the tenderer with more details of the project before submission\n of tender. When submitting tender, however, the tenderer must base its tender on the\n written information stated in the tender documents. During the site visit/information\n meeting, the tenderers may ask questions directly related to the site visit and of\n no material significance to the tender procedure. The estimated value of\n the contract is estimated to be 1,240,000,000 DKK excl. VAT. It should be noted that\n the amount is an estimate of the expected contract value for the full term of the\n contract and is only an estimate, which will depend on the final scope. The estimate\n is based on the project's calculations.

Before\n the award decision is made, the candidate to whom the contracting entity intends to\n award the contract must submit documentation that the information stated in the ESPD\n is accurate.
No additional documentation of technical and professional capacity\n will be required from the candidate. However, the contracting entity reserves the\n right to contact the candidate or the customer stated in the reference for verification\n of the information stated in the reference, including the dates of the reference indicated.
As\n a minimum requirement, the references must demonstrate that the applicant has relevant\n experience with MEP on larger health care projects (total project value (not only\n MEP) of minimum DKK 500 million), e.g. hospitals, pharma etc. The projects do not\n need to be completed, but at least 50% of the MEP must be completed at the time of\n the deadline for application. The works must have been per-formed within the last\n five years from the application date.
Criteria for selection among the suitable\n candidates (3 candidates will be selected for the second stage of the procedure):The\n selection of prequalification applicants who will be invited to submit a tender is\n based on an overall assessment. Among the suitable applicants, emphasis will be placed\n on the overall degree of relevance of the listed references from comparable projects\n in relation to the tendered task. Relevant references for comparable projects are\n understood to be references that partially or fully include the works contained in\n the tendered contract, with particular focus on the following elements:
1. The\n degree of complexity of the applicant’s work related to MEP, including on similar\n projects with a significant total contract value and projects with medical gasses.\n It is not in itself decisive whether it is hospital projects. A high degree of complexity\n could also be in laboratory projects, pharma, complex production facilities etc.
2.\n Experience with comparable works on projects where consideration for ongoing activities\n / operations in surrounding buildings is required, such as hospitals, airports, campus\n environments, large industrial production facilities, etc.
3. Experience with\n early contractor involvement (ECI) on large scale projects, including but not limited\n to active collaboration in the project’s design and planning phases to optimize construction\n methodologies, identify potential risks, and contribute to cost and time efficiencies.

The candidate must submit an ESPD as preliminary\n documentation of the circumstances set out in section 148(1), paras (1)-(3) of the\n Danish Public Procurement Act (udbudsloven) and section 137(1), para (4) of the Danish\n Public Procurement Act. The ESPD should be submitted as a PDF file. Candidates must\n also submit any separate reference list, if applicable, together with their application\n and otherwise submit the information specified in this tender notice and the tender\n conditions. The contracting\n entity may use the procedure of section 159(5) of the Danish Public Procurement Act\n in the event that tenders do not comply with the formal requirements of the tender\n documents.
Attention is drawn to Article 5k in Regulation (EU) No 833/2014 as\n amended which applies to the tender procedure. The provision contains a prohibition\n against award of contracts to Russian companies and Russian-controlled companies,\n etc. (reference is made to Article 5k, section 1, for the precise definition of the\n operators subject to the prohibition). The contracting entity reserves the right a\n any time during the tender process to require documentation from the economic operators\n proving that they are not subject to the prohibition, for example by requiring a declaration\n to this effect and/or documentation of the place of establishment and ownership of\n the economic operators and any subcontractors.

The works must have been per-formed within the last\n five years from the application date.
Criteria for selection among the suitable\n candidates (3 candidates will be selected for the second stage of the procedure):The\n selection of prequalification applicants who will be invited to submit a tender is\n based on an overall assessment. Among the suitable applicants, emphasis will be placed\n on the overall degree of relevance of the listed references from comparable projects\n in relation to the tendered task.
