Titel: Tender concerning a Battery Energy Storage Solution

Beskrivelse: Bornholms Elproduktion A/S hereby invites you to apply for prequalification and potentially\n submit a tender concerning Bornholms Elproduktion A/S' Battery Energy Storage Solution\n with an effect between 7 and 10 MW and the ability to operate for a minimum of 1 hour\n (also known as a 1C system). The task is carried out as a turnkey delivery contract\n and as described in the tender and contract material, with the tenderer being responsible\n for design, installation with connection to the electricity grid, testing and commissioning\n of the complete Battery System. In addition, the tenderer is also responsible for\n service and maintenance of the Battery System for a period of 2 years from the commissioning\n date, during which the tenderer, must provide a training plan to ensure that technicians\n from Bornholms Elproduktion A/S can perform service and maintenance of the Battery\n System on their own from the third year of operation.

Beskrivelse: Applicants must complete Part IV, Section C of the ESPD. Applicants must provide the\n following information per reference: • Recipient of the delivery (customer and place\n of establishment) • Indication of the year or period of delivery (including project\n start, hand over to customer and date of commissioning) • Scope and value of delivery\n • Description of the delivery including all relevant components, voltage, cabling,\n storage system etc. included in the turnkey responsibility or the subcontractor responsibility\n respectively. It is a minimum requirement (4) that: Applicants must attach at least\n 1 reference, where the applicant demonstrates that they have delivered a service/product\n that falls within at least 1 of the following three categories: 1. The applicant has\n had or currently has a turnkey responsibility for the establishment of an electrical\n technical system, which has components within medium voltage (6 kV - 36 kV) and possibly\n components within low and high voltage. The turnkey must have a minimum value of DKK\n 15 million, and the system is established within the EU. The system must have at least\n one of the following components: inverter systems, transformer systems, battery racks,\n or other storage technology for the power grid. 2. The applicant has had a subcontractor\n responsibility for cabling and connection of an electrical technical system within\n low and/or medium voltage (understood as 220V - 36kV). The electrical technical part\n of the work must have had a value size of DKK 2 million, and the work must have included\n at least one of the following components: transformer from low voltage to medium voltage\n or inverter technologies. 3. The applicant has acted as a supplier of an energy storage\n system for the power grid in the EU of a minimum size of 4 MW/4MWh. If the applicant\n is a group of economic operators, one reference that meets the minimum requirement\n must be submitted. If the applicant relies on the suitability of another entity (e.g.\n subcontractors or other entities in the group), the applicant must demonstrate that\n the applicant has the necessary resources from these entities. This must be done by\n presenting commitments from these entities regarding their obligations in this regard.\n If the applicant relies on the technical and professional ability of other entities,\n it is a requirement that the supporting entity performs the part of the contract for\n which these abilities are required. Bornholms Elproduktion will prequalify 3-4 applicants\n for the tender procedure. References must not be older than five (5) years from deadline\n for applying for prequalification and calculated from the final time of delivery to\n and takeover from the customer. If more than five (5) references are submitted, only\n the five (5) most recent references based on the time of delivery will be taken into\n consideration. To ensure a broad field of prequalified tenderers one of the four prequalified\n applicants will be a \"small\" applicant, if the applicant fulfills the minimum requirements.\n Within both the \"small\" category and the \"large/other\" category Bornholms Elproduktion\n will select applicants on the basis of the submitted references and the most comparable\n references, cf. above. Thus, if more than one \"small\" applicant fulfills the minimum\n requirements the \"small\" applicant with the best references will be prequalified as\n the best \"small\" applicant. The remaining \"small\" applicants that fulfill the minimum\n requirements might still be prequalified as one of the three other prequalified applicants\n if the applicant's references are amongst the three best of the other applicants.\n If none of the \"small\" applicants fulfill the minimum requirements, the four prequalified\n applicants will be the four applicants with the best references based on the above.\n A \"small\" applicant is defined as an applicant that had a turnover of less than 500\n mDKK in the most recent audited and approved financial year and is not part of a group\n of companies with a turnover above 1000 mDKK in most recent audited and approved financial\n year (including the turnover generated by supporting entities). Description: Applicants must complete Part IV, Section C of the ESPD. Applicants must provide the\n following information per reference: • Recipient of the delivery (customer and place\n of establishment) • Indication of the year or period of delivery (including project\n start, hand over to customer and date of commissioning) • Scope and value of delivery\n • Description of the delivery including all relevant components, voltage, cabling,\n storage system etc. included in the turnkey responsibility or the subcontractor responsibility\n respectively. It is a minimum requirement (4) that: Applicants must attach at least\n 1 reference, where the applicant demonstrates that they have delivered a service/product\n that falls within at least 1 of the following three categories: 1. The applicant has\n had or currently has a turnkey responsibility for the establishment of an electrical\n technical system, which has components within medium voltage (6 kV - 36 kV) and possibly\n components within low and high voltage. The turnkey must have a minimum value of DKK\n 15 million, and the system is established within the EU. The system must have at least\n one of the following components: inverter systems, transformer systems, battery racks,\n or other storage technology for the power grid. 2. The applicant has had a subcontractor\n responsibility for cabling and connection of an electrical technical system within\n low and/or medium voltage (understood as 220V - 36kV). The electrical technical part\n of the work must have had a value size of DKK 2 million, and the work must have included\n at least one of the following components: transformer from low voltage to medium voltage\n or inverter technologies. 3. The applicant has acted as a supplier of an energy storage\n system for the power grid in the EU of a minimum size of 4 MW/4MWh. If the applicant\n is a group of economic operators, one reference that meets the minimum requirement\n must be submitted. If the applicant relies on the suitability of another entity (e.g.\n subcontractors or other entities in the group), the applicant must demonstrate that\n the applicant has the necessary resources from these entities. This must be done by\n presenting commitments from these entities regarding their obligations in this regard.\n If the applicant relies on the technical and professional ability of other entities,\n it is a requirement that the supporting entity performs the part of the contract for\n which these abilities are required. Bornholms Elproduktion will prequalify 3-4 applicants\n for the tender procedure. If the number of applicants applying for prequalification\n exceeds 4, Bornholms Elproduktion will perform the prequalification based on an overall\n assessment of the references submitted and what applicants that have submitted the\n most comparable references, taking into account, amongst other things: • Time of delivery\n of the reference (newer references are assessed as more comparable than older references.\n Ongoing works are allowed as references but will not be assessed as positively as\n references that are finalized) • The market covered by the reference (DK1 and DK2\n are considered the most comparable, given the regulatory regimes in place and other\n markets (regulatory) similar to the Danish market are considered more comparable than\n (regulatory) other markets) • The nature of the reference (the comparability of the\n size of the project, the components installed etc.) • The price per MW and/or MWh\n (the cheaper the price per MW and/or MWh the more comparable) • The nature of the\n responsibility for the reference project (turnkey is considered more comparable than\n subcontractor and supplier) • Delivery time of the reference project (shorter delivery\n times for comparable project are assessed as more comparable) The applicant should\n submit up to five (5) references including the reference submitted to fulfill the\n minimum requirement. References must not be older than five (5) years from deadline\n for applying for prequalification and calculated from the final time of delivery to\n and takeover from the customer. If more than five (5) references are submitted, only\n the five (5) most recent references based on the time of delivery will be taken into\n consideration. To ensure a broad field of prequalified tenderers one of the four prequalified\n applicants will be a \"small\" applicant, if the applicant fulfills the minimum requirements.\n Within both the \"small\" category and the \"large/other\" category Bornholms Elproduktion\n will select applicants on the basis of the submitted references and the most comparable\n references, cf. above. Thus, if more than one \"small\" applicant fulfills the minimum\n requirements the \"small\" applicant with the best references will be prequalified as\n the best \"small\" applicant.
