In\n accordance with the rules regarding publication, the tender conditions contain common\n provisions that will apply to all phases of the call for tender (section 1), information\n regarding the prequalification phase (section 2), the tender and negotiation phase\n (section 3-9) and information about the declaration and signing of the contract (section\n 10-11).
As a precondition for an applicant to be declared eligible to undertake\n the contract and therefore prequalified, the applicant must submit a completed and\n dated ESPD (European Single Procurement Document), which must contain the following:\n
1) A completed European Single Procurement Document (ESPD) for the applicant,\n as well as a completed and signed ESPD for any supporting entities/consortium members.\n
2) Information about the economic and financial standing of the applicant.
\n 2.1 A solvency ratio of a minimum of 20 % in the Last Fiscal Year (i.e 2025) (LFY).
3)\n Information about the technical and professional ability of the applicant.
3.1)\n References: Minimum three (3) and a maximum of five (5) references on major overhaul\n work for geared steam turbines of sizes >15 MW including the generator within the\n last 5 years. The permissible age for references has been extended from 3 to 5 years,\n as the contract is not considered to arise with a frequency that ensures sufficient\n competition unless the permissible age is extended to 5 years.
3.2) Workshop\n Facilities: The applicant must as part of the application provide a statement as to\n the technical equipment directly available to the applicant (either own and/or equipment\n or sub-contractor’s facilities) with respect to workshop facilities with capacities\n for handling large components (e.g. rotors) such as lathes, milling machines/vertical\n lathes, crane capacities, balancing facilities etc.
3.3) Engineering competencies\n and capacities: The applicant must describe and whether field service manpower (TFA’s,\n mechanics, specialist services etc.) are own staff or subcontracted. The applicant\n must include a statement about the access to qualified engineering capabilities and\n capacities in case of fact findings, recommended modifications, repair works, or reverse\n engineering of spare parts needed during the major overhaul should require such services.\n

From\n the applicants who fulfill the minimum requirement for economic and financial standing\n and are not subject to any of the mandatory grounds of exclusions, MEC selects 3 applicants,\n who will be invited to submit a tender (\"Initial Offer\").
The selection will\n be based on the technical and professional ability of the applicant in 3.1, 3.2 and\n 3.3.
MEC reserves the right to award the contract on the basis of the initial\n offer, without entering into negotiations with the tenderers. Accordingly, Tenderers\n are urged to submit their best possible offer as early in the process as possible,\n as they not necessarily be given the opportunity to submit additional revised tenders.
MEC\n expects to conduct the negotiations as a relatively short process. The purpose of\n the negotiations is to clarify and negotiate the \"Initial Offer\", so they will be\n optimized compared to the needs and requirements of MEC. Furthermore, the purpose\n is to increase the understanding of both parties regarding the character, challenges,\n and conditions of the work.
The contract will be awarded the most economically\n advantageous tender based on the award criterion \"best price-quality ratio\" with the\n following sub-criteria and weighting:
1. Price: Weighted 30%

3.2) Workshop\n Facilities: The applicant must as part of the application provide a statement as to\n the technical equipment directly available to the applicant (either own and/or equipment\n or sub-contractor’s facilities) with respect to workshop facilities with capacities\n for handling large components (e.g. rotors) such as lathes, milling machines/vertical\n lathes, crane capacities, balancing facilities etc.
3.3) Engineering competencies\n and capacities: The applicant must describe and whether field service manpower (TFA’s,\n mechanics, specialist services etc.) are own staff or subcontracted. The applicant\n must include a statement about the access to qualified engineering capabilities and\n capacities in case of fact findings, recommended modifications, repair works, or reverse\n engineering of spare parts needed during the major overhaul should require such services.\n

From\n the applicants who fulfill the minimum requirement for economic and financial standing\n and are not subject to any of the mandatory grounds of exclusions, MEC selects 3 applicants,\n who will be invited to submit a tender (\"Initial Offer\").
The selection will\n be based on the technical and professional ability of the applicant in 3.1, 3.2 and\n 3.3.
MEC reserves the right to award the contract on the basis of the initial\n offer, without entering into negotiations with the tenderers. The Contractor must ensure the issuing by a bank or credit insurance\n company approved by MEC, of a performance bond, and possibly an advance payment bond,\n payable on demand in favor of MEC for 10 % of the contract sum as security for Contractor's\n performance of its obligations under the Contract, including any Payments and damages\n to be paid to MEC.
