Beskrivelse af udvælgelseskriterium: The suitability of applicants fulfilling the minimum requirements to economic and\n financial standing will be assessed based on technical and professional ability. The\n ability will be assessed based on references which can be filled in ESPD part IV.C.\n

The applicant is allowed to submit up to three (3) most comparable and relevant\n references undertaken in the past five (5) years as part of the application. By \"undertaken\n in the past five (5) years” implies that the reference must not have been completed\n prior to the date reached when counting five (5) years backwards from the submission\n date for prequalification. References older than this will not be taken into consideration.\n References which have not yet been fully completed can be included as part of the\n application, however the applicant must describe the parts which have not yet been\n delivered, and this may affect the evaluation of the application, cf. section 2.3.

The\n references should be listed in the ESPD and elaborated in BEI-S-01.05 – References.\n The references should cover completion of offshore environmental surveys of at least\n one year and better two years survey program in the Baltic Sea region, and include\n the elements listed in BEI-S-01.05 – References.

Any ambiguities and/or incomprehensibilities\n may have a negative effect on the selection of applicants. Please note the “description”\n box in ESPD part IV.C. can contain more text than is visible and it is possible to\n copy paste text into the box.

The Tenderer should enclose the following documentation:\n
1. A projects specific methodology/method statement demonstrating how the Tenderer\n intends to perform each work package comprised by the Scope of services documents,\n including procedures, methods and tools (i.e. IT software) for assuring technical\n quality of all deliverables to the Contracting Authority under the Consultancy agreement.\n This applies for all the work packages.
2. A description of the applied HSE management\n and procedures for performing site investigations and studies in compliance with the\n Contracting Authority’s HSE requirements. This must include documentation listed in\n BEI-S-03-02 Tender HSE Requirements section 2.1 Vessels. This only applies for the\n following work packages: B, C, D, E and F.
3. A project timeline in accordance\n with Energinets milestone activities (cf. Scope of Services documents). The use of\n a gantt chart or similar is encouraged. This applies for all the work packages. The\n Contracting Authority will evaluate the proposed Methodology in relation to the scope\n and the complexity of the tendered assignment for, cf. the Scope of Services documents,\n emphasizing the following:

1. Tenderer’s understanding of the project as\n such, demonstrated by the suitability of the proposed procedures, tools and methods\n for performing the work packages comprised by the Scope of Services documents.
2.\n To which extent the tender describes a proactive HSE set-up, where the HSE-planning\n demonstrates a systematic management of tasks, risk assessment and identification,\n mitigation and investigation of incidents.
3. The degree to which the tender demonstrates\n a well-planned, realistic and robust time schedule, which allows sufficient time for\n potential schedule contingencies, but still provides evidence of a high level of security\n for delivery within the timeframe as set out in the Tender Documents.

The\n above item 1-3 applies for the following work package as indicated below:

The CV’s\n should include a description of experience and competences of relevance to the tendered\n assignment considering the position for which the key personnel are proposed (e.g.\n experience within that position, experience with similar assignments etc.).

Tenderer\n is encouraged to limit each CV to two (2) pages (including CV abstract).

Organization\n description
Finally, the Tenderer should enclose a description of the project\n specific organizational structure, including (if applicable) Subcontractors, which\n will be allocated to the assignment, including organization chart.

Tenderer\n is encouraged to limit each organization description to three (3) pages. The evaluation\n of the subcriterion “Organization and Key Personnel” will be based on whether the\n experience and professional qualifications of the individual Key Personnel is recent\n and relevant and how they complement each other.

Further, the evaluation\n will be based on whether the proposed organizational structure is found to be operational\n and efficient taking into consideration the scope and complexity of the assignment.\n

An overall evaluation will be made of this sub-criterion.

No later\n than the same time that a complaint is submitted to the Complaints Board for Public\n Procurement, the complainant must inform the contracting entity in writing that a\n complaint is submitted to the Complaints Board for Public Procurement and whether\n the complaint has been submitted during the standstill period, cf. Section 6(4) of\n the Act. In cases where the complaint has not been submitted during the standstill\n period, the complainant must also state whether the complaint is to be given suspensive\n effect, cf. Section 12(1) of the Act.
