The tender\n is expected to commence in June 2025 with operation under the O&M contract expected\n to start September 2027. See section 2.1.4 for further information concerning the\n tender procedure. Metroselskabet is currently conducting a dialogue with the market\n in order to gather input of relevance for the upcoming tender. Any further market\n operators that would like to participate in the dialogue / provide such input are\n encouraged to express their interest to Metroselskabet via e-mail to the contact person\n referred to in section 8.1. Input may be provided in writing, and Metroselskabet may\n invite market operators to meeting(s) to obtain further insight of relevance for the\n tender. The O&M contract is further described in section 5.1.

Metroselskabet anticipates the tender process to proceed\n for approximately one year and that the winning tenderer will have approximately 9-12\n months for mobilisation after award of contract prior to the start of operations.\n Remuneration is expected to be paid to the prequalified tenderers who submit a compliant\n first offer and an additional remuneration to the tenderers who submit a compliant\n final offer. The winning tenderer will not be remunerated, and it is not expected\n that remuneration will be paid for any additional offers (second, third, etc.) prior\n to the final offer. The prequalification requirements are expected to encompass relevant\n technical and professional ability as well as solid economic and financial capacity.\n Metroselskabet envisages to prequalify a maximum of four tenderers. The award criterion\n will be best price-quality ratio. The specific criteria and their relative weight\n will be determined as part of the ongoing preparation of the tender and published\n as part of the tender material when the tender is commenced. Beskrivelse: The O&M contract is expected to include the following services etc. and have the following\n characteristics: The lines encompassed by the tender span over 44 stations (30 underground\n stations and 14 above ground stations) and approximately 40 kilometers doubletrack\n in the Copenhagen area. The metro system operates 24/7 with a varying headway throughout\n the day. Currently, the metro has approximately 2 million passengers per week on average.\n This figure is expected to increase in the coming years. The metro is a fully automated\n and driverless, GoA4 system, it consists of two separated systems; M1/M2 and M3/M4\n each with own control and maintenance centre and is operated without any operator\n staff (e.g. stewards) on the trains. The assets, which are owned by Metroselskabet\n and are made available to the operator, include e.g. • Tunnels and structures, including\n stations, transfer areas / tunnels, shafts, bridges and embankments • Railway infrastructure,\n including power supply, traction power, permanent way, ATC system, platform screen\n doors, automatic platform gates, passenger security and information systems, SCADA,\n access control systems and intrusion detection systems, radio communication systems\n and transmission systems, passenger-counting system, and the equipment related to\n the Rejsekort (travel card) system and ticketing system • Electrical and mechanical\n installations and equipment in tunnels, structures, stations, transfer areas / tunnels,\n shafts and CMC, including ventilation • Passenger vehicles and service vehicles •\n Escalators • Control and Maintenance Center, including outdoor areas • Documentation,\n manuals and procedures • IT systems and programmes forming part of the metro system\n • Certain management systems • Movables • Consumables (a smaller amount is expected\n to be available at commencement of the O&M contract) • Spare parts (a smaller amount\n is expected to be available at commencement of the O&M contract) The winning tenderer\n (the O&M Provider) is expected to be entrusted with the full responsibility for the\n daily operation and the majority of the maintenance of assets forming part of the\n metro system, including provision of spare parts and consumables. The O&M Provider’s\n services, tasks, etc. under the O&M contract are, on an overall level, expected to\n include, but not be limited to: - Traffic operations, including operation of traffic\n systems and staffing. - Passenger services, e.g. traffic information and customer\n service. - Maintenance of assets, including preventive maintenance, corrective maintenance,\n provision of spare parts, cleaning, maintenance optimisation, etc. - Information technology\n services, including cyber security. - Data management. - Ticketing and passenger counting.\n - Communication and marketing, via e.g. websites, based on communication plans and\n strategies. - Organisation and management services, e.g. quality management, configuration\n management, obsolescence management, environmental management, security and resilience\n management, railway safety management and human resource management. - Reporting,\n planning, documentation, etc., including e.g. delivery of various reports at certain\n intervals, provision of other information, and compilation, updating and maintenance\n of documentation. - Services in the mobilisation phase and in connection with the\n expiry of the O&M contract, including certain transitional services to assist in the\n mobilisation of a potential new O&M Provider. In addition, the O&M Provider is expected\n to perform additional tasks and projects in relation to the metro system, e.g. development\n / improvement of assets, on an optional basis. Furthermore, the O&M Provider is expected\n to participate in and provide services / deliverables in relation to a number of larger\n investment / reinvestment projects and other third-party projects in relation to the\n metro system during the O&M contract period that are expected to be subject to separate\n procurements / contracts.
