Beskrivelse: As part of the current project development phase, Energinet and Svenska kraftnät (the\n Clients) are jointly undertaking the Konti-Skan Connect HVDC Interconnector project\n to renew and modernize the electricity transmission link between Denmark and Sweden.\n

The Consultant is requested to provide engineering services that support\n the development of a comprehensive cable protection strategy. This includes evaluating\n seabed conditions, human activity (e.g., anchoring, fishing), and geotechnical risks\n to ensure the cables are safeguarded against foreseeable hazards throughout their\n operational lifespan.

In addition, the Consultant shall incorporate a Security\n by Design assessment as a complementary layer to the Cable Protection and Burial Study,\n specifically addressing risks related to Hybrid Warfare at Sea. This assessment should\n enhance the overall protection strategy by ensuring resilience against emerging and\n unconventional threats beyond conventional activity risks.

• Work Package A – Part Two – Shoreline Morphology\n and Cable Burial Assessment at Sæby Beach Landfall

The applicant must confirm the economic ability\n in the ESPD part IV.B with information from the latest annual report regarding the\n following economic indicators:
1. Equity (total equity incl. share capital, reserves,\n revaluation, retained earning etc.)
2. Equity ratio (equity/total assets). This\n must be stated with two decimals.

If the applicant relies on the capacities\n of other entities or the applicant is a group of economic operators the information\n for the ESPD part IV.B must also be given in a separate ESPD from each of these entities.\n It is the sole responsibility of the applicant to secure that the minimum requirements\n are reached based on consolidation when the applicant is relying on the capacity of\n other entities or when the applicant is a group of economic operators.

The suitability of applicants fulfilling the\n minimum requirement to economic and financial standing will also be assessed based\n on technical and professional ability. The ability will be assessed based on references\n which shall be filled in Enclosure X – FIXED format for references or in the ESPD\n part IV.C.

The applicant is allowed to submit up to four (4) most comparable\n and relevant references undertaken in the past five (5) years as part of the application.\n By \"undertaken in the past five (5) years” implies that the reference must not have\n been completed prior to the date reached when counting five (5) years backwards from\n the submission date for prequalification. References older than this will not be taken\n into consideration. References which have not yet been fully completed can be included\n as part of the application, however the applicant must describe the parts which have\n not yet been delivered, and this may affect the evaluation of the application, cf.\n section 2.3.

By filling in the recommended Enclosure X - FIXED FORMAT for\n ESPD or the ESPD part IV.C, the following is to be included:
o The reference\n title
o Name of the Client
o Activity type
o Scope of the activity type

5.1.9 Selection criteria

Criterion: Financial ratio

Description: Economic and financial standing:
The applicant must confirm the economic ability\n in the ESPD part IV.B with information from the latest annual report regarding the\n following economic indicators:
1. Equity (total equity incl. share capital, reserves,\n revaluation, retained earning etc.)
2. Equity ratio (equity/total assets). This\n must be stated with two decimals.

If the applicant relies on the capacities\n of other entities or the applicant is a group of economic operators the information\n for the ESPD part IV.B must also be given in a separate ESPD from each of these entities.\n It is the sole responsibility of the applicant to secure that the minimum requirements\n are reached based on consolidation when the applicant is relying on the capacity of\n other entities or when the applicant is a group of economic operators.

Minimum\n requirement:
Equity from the latest annual report must, at the time of prequalification,\n be at least 167.000 EURO.
Equity ratio from the latest annual report must, at\n the time of prequalification, be at least 20 pct. If the equity ratio is between 15\n pct. and 20 pct. the applicant can qualify if Equity exceeds 167.000 EURO.

Criterion: References on specified works

Description: Technical and professional ability:
The suitability of applicants fulfilling the\n minimum requirement to economic and financial standing will also be assessed based\n on technical and professional ability. The ability will be assessed based on references\n which shall be filled in Enclosure X – FIXED format for references or in the ESPD\n part IV.C.

The applicant is allowed to submit up to four (4) most comparable\n and relevant references undertaken in the past five (5) years as part of the application.\n By \"undertaken in the past five (5) years” implies that the reference must not have\n been completed prior to the date reached when counting five (5) years backwards from\n the submission date for prequalification. References older than this will not be taken\n into consideration. References which have not yet been fully completed can be included\n as part of the application, however the applicant must describe the parts which have\n not yet been delivered, and this may affect the evaluation of the application, cf.\n section 2.3.

By filling in the recommended Enclosure X - FIXED FORMAT for\n ESPD or the ESPD part IV.C, the following is to be included:
o The reference\n title
o Name of the Client
o Activity type
o Scope of the activity type
o\n Contract value (if possible)
o Date of activity start
o Date of activity end\n or the final delivery (day, month, year) if the activity is still ongoing
o Contact\n information for the entity in question (including contact person)

Any ambiguities\n and/or incomprehensibility may have a negative effect on the selection of applicants.\n Please note the “description” box in ESPD part IV.C. can contain more text than is\n visible and it is possible to copy paste text into the box.

If the applicant\n is relying on the capacity of other entities or the applicant is a group of economic\n operators the maximum number of references to be submitted must still be respected\n and cannot exceed four (4) when combined. If more are submitted, the Contracting Authority\n will only consider the most recent references determined by date of final delivery,\n in this case not yet finished references will not be included.

If the applicant\n relies on other entities capacity or is part of a group of economic operators the\n information concerning ESPD part IV.C must be submitted in separate ESPD’s for each\n entity.

Criterion: Security to process, store and transmit classified information

Description: Protective security agreement:
The consultant must be prepared to enter into a\n protective security agreement in accordance with the Swedish Protective Security Act\n (2018:585) if, during the performance of the Services, information classified from\n a Swedish security perspective is involved, or if the consultant gains access to security-sensitive\n activities.

Within the framework of the procurement process, Svenska\n kraftnät may make an assessment of the prerequisites for the consultant to enter into\n and comply with a protective security agreement in accordance with the requirements\n of the Protective Security Act (2018:585) and of the consultant’s prerequisites for\n participating in Svenska kraftnät’s security-sensitive activities. Only suppliers\n who, based on Svenska kraftnät’s assessment, are deemed suitable to enter into a protective\n security agreement and participate in Svenska kraftnät’s security-sensitive activities\n may be awarded the contract.

Description: Selection of applicants:
If more than 3 applicants fulfill the minimum requirements,\n cf. section 2.2.3, the Contracting Authority will prequalify the 3-4 applicants who\n are evaluated as most qualified for the specific tendered assignment.

The\n selection of the most suitable applicants will be based on the applicant’s references\n c.f. section 2.2.3.

The assessment of the references will be based on to\n which extent the references demonstrate extensive experience with deliveries comparable\n to the tendered assignment cf. Section 1.4 regarding solution, complexity, scope and\n purpose.

Description: Documentation:
The tenderer should include the following documentation:

1.\n A methodology/method statement demonstrating how the Tenderer intends to perform the\n services comprised by Scope of Services, including procedures, methods and tools (i.e.\n IT software) for assuring the technical quality of all deliverables to the Contracting\n Authority under the Consultancy
Agreement (approximately 10 pages as a guideline).

2.\n A project timeline in accordance with Energinet’s and Svenska kraftnäts plan including\n
• Contract milestones and key dates template filled out by tenderer and
•\n Detailed time schedule in which the use of a Gantt chart or similar is encouraged.\n

Evaluation:
The evaluation of the sub criterion “Methodology and time\n schedule” will be based on

1. Tenderer’s understanding of the project as\n such, demonstrated by the suitability of the proposed procedures, methods and tools\n for performing the services comprised by the Scope of Services.

2. To which\n extent the time schedule is robust and at the same time ensures a short and efficient\n process. Note that Energinet and Svenska kraftnät milestones (cf. Scope of Services\n section 4) must be met and that earlier delivery will be rated positively.

3.\n The extent to which the tenderer complies with Scope of Services, including the scope\n and content of any reservations in relation thereto. Hence, any reservation may lead\n to a reduction in the score depending on its content, clarity and consequence.

An\n overall evaluation will be made of the ‘Methodology and time schedule’

The Tenderer should prepare the following documentation:

2. Organization description
The tenderer should enclose CVs of the Key\n Personnel who will be allocated to the assignment, including (as a minimum)
1.\n Project Manager
2. Engineering specialists covering (as a minimum) the following\n fields of expertise:
• Subsea cable threat analysis.
• Risk analysis, risk\n assessment, and risk management.
• Geoscience, seabed geology, morphology, and\n geotechnical conditions.
• Subsea cable installation tools, trenchers, and protection\n methodologies.
• Utility crossing design, rock berm stability assessment.

The\n Contracting Authority accepts that the same specialist may cover more than one of\n the listed fields of expertise.

CVs
The CVs should include a description\n of experience and competences of relevance to the tendered assignment considering\n the position for which the key personnel is offered (e.g. experience within that position,\n experience with similar assignments etc.).

Max. number of pages per CV is\n limited to three (3) pages; if the CV contains more than three (3) pages only the\n first three (3) pages will be evaluated.

Organization description
The\n tenderer should enclose a description of the project specific organizational structure,\n including organization chart (2-3 pages as a guideline).

Evaluation:
The\n evaluation of the sub criterion “CVs and Organization” will be based on whether the\n experience and professional qualifications of the individual Key Personnel is recent\n and relevant and how they complement each other.

Further, the evaluation\n will be based on whether the proposed organizational structure is found to be operational\n and efficient taking into consideration the scope and complexity of the assignment.\n

An overall evaluation will be made of the “CV and Organization”.

For\n all other sub-criteria than “Price” it is a minimum requirement that the tenderers\n reach a minimum score of 4.

which\n is not part of the evaluation of “Contract terms”. These terms are mandatory. It is\n possible for the tenderer to make explicit and well-explained deviations.

These\n will be included in the evaluation of the sub-criterion \"Contract terms\" and it is\n noted that any deviations may lead to a reduction in the score depending on the content,\n clarity and consequence. In this regard it is explicitly noted that deviations which\n intend to limit liability and shift the financial risk in favor of the tenderer will\n be of particular importance in the evaluation. No deviations, and thereby absolute\n fulfillment of the contract terms, will result in the maximum score of 10.

Information about review deadlines: Complaints regarding a candidate not being pre-qualified must be filed with The Complaints\n Board for Public Procurement within 20 calendar days starting the day after the contracting\n authority has sent notification to the candidates involved, provided that the notification\n includes a short account of the relevant reasons for the decision. Other complaints\n must be filed with The Complaints Board for Public Procurement within:

1.\n 45 calendar days after the contracting authority has published a contract award notice\n in the Official Journal of the European Union (with effect from the day following\n the publication date);
