Titel: Procurement of two traction transformers for Kassø substation

Beskrivelse: Banedanmark is procuring two traction transformers of 23 MVA, 165/27.5 kV, designed\n for two-phase connection within a three-phase system, for Energinet’s 150 kV substation\n at Kassø. The transformers replace the existing units KT31 and KT32.
The Contract\n covers the Supplier’s design, dimensioning, manufacture, factory testing, transport,\n unloading, installation, connection, site testing and commissioning, including the\n associated services, documentation, spare parts, special tools and training, as further\n described in the Specification of Requirements.

Hovedpunkterne i proceduren: After receipt of the initial tenders, Banedanmark holds individual negotiation meetings\n with all tenderers that have submitted an initial tender in due time. The negotiations\n are conducted in accordance with the principle of equal treatment, and all tenderers\n are allotted the same time for negotiations. Successive stages to reduce the number\n of tenders to be negotiated are not used. Selection of candidates: Banedanmark will select the stated number of candidates\n in accordance with the selection criteria set out in this contract notice, unless\n no more than that number of compliant requests for participation are received.
Estimated\n value, one contract: The amount stated is an estimate of the expected contract sum\n for the full term of the Contract. The estimate comprises the contract sum for both\n Transformers including installation, an amount for price adjustment and an amount\n for changes and unforeseen matters. The procurement contains no options.
Number\n of requests for participation: Each candidate may submit only one request for participation.
Obtaining\n supplementary information: Banedanmark reserves the right to apply Article 76(4) of\n Directive 2014/25/EU and to request the economic operators to submit, supplement,\n clarify or complete information and documentation, in full compliance with the principles\n of equal treatment and transparency, see clause 6.5 of the tender specifications.
Article\n 5k of Regulation no. 833/2014 as amended: Attention is drawn to the fact that the\n procurement is covered by Article 5k of Regulation (EU) no. 833/2014 as amended. The\n provision prohibits the award of contracts to Russian undertakings and Russian-controlled\n undertakings and others; see Article 5k(1) for the precise delimitation. Banedanmark\n reserves the right at any time during the procurement process to require documentation\n that the economic operators are not covered by the prohibition, for example by requiring\n a declaration to that effect or documentation of the operators’ and any subsuppliers’\n place of establishment and ownership. The references are to be provided in part IV.C of the ESPD.\n References for supplies performed within the last ten years before the deadline for\n submission of requests are accepted, as transformers of the type tendered are supplied\n in small numbers and have a service life of several decades. The list may contain\n no more than five references, and each reference may be no longer than 2,400 characters.\n No minimum requirements are set as to technical and professional ability. The references\n serve solely as the basis for the selection among the suitable candidates. If more\n than five compliant requests are received, Banedanmark selects the five candidates\n which have submitted the most relevant references. In assessing relevance, weight\n is attached to the following, in the order stated: the comparability of the transformer\n supplied, where a reference concerning a traction transformer designed for two-phase\n connection is more relevant than a reference concerning another transformer designed\n for two-phase connection, which in turn is more relevant than a reference concerning\n a transformer of another type; then the scope of the supply, including whether it\n comprised transport, installation, site testing and commissioning, and in particular\n whether this took place at a substation in operation; and finally the recency of the\n reference, where the most recent supplies carry the greatest weight among otherwise\n equally relevant references.

The loss values guaranteed by the Supplier in Appendix\n 2 are contractual obligations, are verified by measurement at the factory acceptance\n test and are subject to a penalty if exceeded.
The warranty period is five years\n from Complete Delivery.
The Supplier must comply with the corporate social responsibility\n requirements set out in Appendix 4 and with the information security requirements\n of the Contract, including that the Supply must have no external communication and\n no remote access.

1) 45 kalenderdage efter at ordregiveren har offentliggjort\n en bekendtgørelse i Den Europæiske Unions Tidende om, at ordregiveren har indgået\n en kontrakt. Fristen regnes fra dagen efter den dag, hvor bekendtgørelsen er blevet\n offentliggjort.

2) 30 kalenderdage regnet fra dagen efter den dag, hvor ordregiveren\n har underrettet de berørte tilbudsgivere om, at en kontrakt baseret på en rammeaftale\n med genåbning af konkurrencen eller et dynamisk indkøbssystem er indgået, hvis underretningen\n har angivet en begrundelse for beslutningen.

3) 6 måneder efter at ordregiveren\n har indgået en rammeaftale regnet fra dagen efter den dag, hvor ordregiveren har underrettet\n de berørte ansøgere og tilbudsgivere, jf. lovens § 2, stk. 2.

4) 20 kalenderdage\n regnet fra dagen efter at ordregiveren har meddelt sin beslutning, jf. udbudslovens\n § 185, stk. 2.

Senest samtidig med at en klage indgives til Klagenævnet for\n Udbud, skal klageren skriftligt underrette ordregiveren om, at klage indgives til\n Klagenævnet for Udbud, og om hvorvidt klagen er indgivet i standstill-perioden, jf.\n lovens § 6, stk. 4. I tilfælde hvor klagen ikke er indgivet i standstill-perioden,\n skal klageren tillige angive, hvorvidt der begæres opsættende virkning af klagen,\n jf. lovens § 12, stk. 1.
