2.1 Procedure

Titel: Tender regarding a digital wayfinding solution for The University of Southern Denmark

Beskrivelse: SDU occupies a large number of buildings in Denmark, approx. 360.000 square meters\n (gross area). SDU has the need for digital wayfinding covering a minimum of six buildings,\n approx. 360.000 square meters (gross area): SDU Odense, SDU Kolding, SDU Esbjerg,\n SDU Copenhagen, SDU Sønderborg, and SDU Vejle. 

To facilitate the movement\n between and inside the university buildings for staff, students, and visitors, SDU\n intends to acquire a digital wayfinding system, which is to be based on SDU’s technical\n building plans. 

The digital wayfinding must work both indoors and outdoors\n for navigation, using smartphone, tablet, and computer. The idea is to provide the\n users with clear, simple navigation between A and B in our different campus areas. \n

To further optimizing the use, the digital wayfinding system will also need\n to be able to integrate with other SDU systems. 

SDU is constantly changing,\n so the scale is likely to vary during the contract term. 

SDU is calling\n for tenders in relation to the acquisition of a digital wayfinding as the contract\n with its current supplier will expire on 31 December 2026.

In view of the\n nature and scope of the procurement process, the University has chosen to call for\n tenders for the service now, as it is crucial that the digital wayfinding should be\n tested and approved before going live.

SDU must have access to the digital\n wayfinding as early as possible, but at least full access on 1. October 2026.

The contracting authority intends\n to request the tenderers to submit documentation for the information provided in the\n ESPD regarding economic and financial standing, cf. Section III.1.2) of the Contract\n Notice.
As documentation of economic and financial standing, the contracting authority\n will obtain the three most recent approved and audited annual financial statements\n or equivalent documentation (e.g. a statement from an auditor containing the necessary\n information).
The contracting authority may refrain from requesting documentation\n from tenderers if the information can be obtained directly from national databases\n or similar sources.

DOCUMENTATION OF TECHNICAL AND PROFESSIONAL CAPACITY
The\n contracting authority does not intend to request the tenderers to submit any additional\n documentation for the information provided in the ESPD regarding technical and professional\n capacity, cf. Section III.1.3) of the tender Notice.
Accordingly, the list of\n references provided in the ESPD will be considered final documentation.

DOCUMENTATION\n OF GROUNDS FOR EXCLUSION
The tenderer must be able to document that it is not\n subject to the mandatory grounds for exclusion set out in Sections 135(1), (2) and\n (3) of the Danish Public Procurement Act (Consolidation Act No. 1564 of 15 December\n 2015).
Service Certificate (Serviceattest)
For Danish applicants/tenderers,\n documentation is provided through a Service Certificate (“Serviceattest”), which may\n be obtained from the Danish Business Authority (Erhvervsstyrelsen).

Beskrivelse: The tenderer must fulfil the following minimum requirement for economic and financial\n capacity, cf. section 142 of the Danish Act on Tender Procedures (Udbudsloven):

The\n tenderer shall demonstrate:

o positive equity in the most recent approved\n annual financial statements.
o The average equity ratio for the last three financial\n years must be positive. (Equity ratio = equity / total assets × 100)
o The average\n liquidity ratio for the last three financial years must be positive. (Liquidity ratio\n = current assets × 100 / short-term liabilities)

As final documentation of\n the tenderer’s compliance with the economic suitability requirements, the tenderer\n shall submit audited annual financial statements for the last three (3) completed\n financial years for which annual accounts exist, or equivalent auditor-certified documentation,\n such as an auditor’s declaration.

- The tenderer must demonstrate experience in\n delivering digital map and wayfinding solutions of a similar nature to that stated\n in the tender.

The tenderer shall therefore provide the two (2) most relevant\n references for deliveries performed within the last three (3) years counted from the\n deadline for submission of tenders.

If more than two references are provided\n in the ESPD, the contracting authority will disregard any references beyond the first\n two listed, when evaluating who to prequalify.

A reference will be deemed\n relevant if it includes:

– Development and/or implementation of a digital\n wayfinding solution or a comparable interactive mapping solution; and
– Delivery\n to a public or private client with a level of complexity and scope that is comparable\n to the contract being tendered (for example in relation to number of users, integrations,\n or geographical coverage).

For each reference, the following minimum information\n must be provided:

– Name of client and contact details;
– Brief description\n of the delivery, including main functionalities and technical elements;
– Time\n of delivery (start and completion dates);
– The tenderer’s role and the scope\n of the assignment.
– the total area (in square metres) covered by the mapping\n solution under each reference;
– the number of distinct locations included per\n contract; and
– the overall number of rooms or premises included, where a higher\n number will be considered more advantageous.

The references will be used\n to select the most relevant applicants in accordance with section 2.4.5.

The\n tenderer’s references stated in the ESPD constitute the final documentation of the\n supplier’s fulfilment of the suitability requirement.

If the number of applicants\n who meet the qualification requirements exceed the number of applicants which the\n Contracting Entity wants to prequalify, a selection will be made among the qualified\n applicants, so that only the correct number of applicants is prequalified.

This\n selection is based on the following criteria:

The selection of tenderers\n will be based on an overall assessment of which candidates have provided the most\n relevant references.

Relevance will be evaluated with particular regard to:
•\n the total area (in square metres) covered by the mapping solution under each reference;
•\n the number of distinct locations included per contract; and
• the overall number\n of rooms or premises included, where a higher number will be considered more advantageous.

In\n the assessment of references, the overall size of the referenced solutions (measured\n in total area in square metres) will be taken into account.

References demonstrating\n both extensive area coverage and a high degree of spatial complexity — expressed as\n a greater density of rooms relative to total floor area — will be assessed more favourably.

On\n that basis, up to 5 applicants will be invited to submit a tender.

Beskrivelse: In the Tender Specifications section 2.3, there is a schedule describing several user\n scenarios. Tenderer must for each user scenario in its tender include a video or a\n description for the specific scenario in accordance with the schedule. Also the tenderer\n will have to give access to a sand box, where can try out the user cases for them\n self. Based on committees own experience from the sandbox, the video or description\n an appointed committee at SDU will assess the systems’ user friendliness. The assessment\n is carried out based on a professional judgment committee. Positive weighting is placed\n on at system being intuitive and having a clear layout. In the absence of a video\n or description the grade 0 is given for the scenario in question.

Beskrivelse: Annex 1 Specification of requirements, section 3.2. and 3.3 describes several wishes\n for functionality and the associated minimum requirements.
The fulfillment of\n the requirements in sections 3.2 and 3.3 is generally evaluated by assessing whether\n each requirement has been met or not. If a requirement is met in the tenderer’s offer,\n it is awarded 10 points in accordance with section 2.5.2. If the requirement is not\n met, it is awarded 0 points.

Where the requirements in these two sections\n state “It will be viewed positively if…”, the evaluation will be based on the extent\n to which the fulfillment is deemed to meet what is considered positive for the specific\n requirement. The evaluation will be carried out according to the method described\n in section 2.5.2 or after the scale stated in the wish, if one as such is to be found\n in the wish.

SDU has the need for digital wayfinding covering a minimum of six buildings,\n approx. 360.000 square meters (gross area): SDU Odense, SDU Kolding, SDU Esbjerg,\n SDU Copenhagen, SDU Sønderborg, and SDU Vejle. 

To facilitate the movement\n between and inside the university buildings for staff, students, and visitors, SDU\n intends to acquire a digital wayfinding system, which is to be based on SDU’s technical\n building plans. 

The digital wayfinding must work both indoors and outdoors\n for navigation, using smartphone, tablet, and computer. The idea is to provide the\n users with clear, simple navigation between A and B in our different campus areas. \n

To further optimizing the use, the digital wayfinding system will also need\n to be able to integrate with other SDU systems. 

SDU is constantly changing,\n so the scale is likely to vary during the contract term. 

SDU is calling\n for tenders in relation to the acquisition of a digital wayfinding as the contract\n with its current supplier will expire on 31 December 2026.

In view of the\n nature and scope of the procurement process, the University has chosen to call for\n tenders for the service now, as it is crucial that the digital wayfinding should be\n tested and approved before going live.
