Beskrivelse: This tender concerns Kredsløb Holding A/S' (on behalf of the Kredsløb Group and hereinafter\n referred to as \"Kredsløb\") tender of a framework Agreement for CO2 Transport and Storage\n from Kredsløb's facilities in Lisbjerg in Denmark. To support Aarhus City Council's\n goal to lead the way in the green transition and create a CO2 neutral society by 2030,\n Kredsløb is planning to establish a Carbon Capture Plant to capture the flue gas from\n the entire Lisbjerg plant, consisting of four separate plants, three which are used\n for the processing of collected waste from (mainly) Aarhus, and one which is used\n for the processing of biomass (mostly straw). The Carbon Capture Plant is expectedly\n to capture approximately 335,000 tonnes of CO2 annually. The Carbon Capture Project\n will form a natural and necessary part of Kredsløb's ordinary activities, which includes\n production and distribution of electricity and district heating primarily to citizens\n in Aarhus Municipality. For information, the Carbon Capture Plant is currently in\n a separate procurement phase. The Carbon Capture Plant will be designed and built\n to ensure high CO2 absorption efficiency, low energy consumption and low environmental\n impact. The technology for capturing the CO2 has not been selected yet. Hovedpunkterne i proceduren: The tender is carried out as a negotiated procedure according to directive 2014/25/EU\n of the European Parliament and the Council of 26 February 2014 (The Utilities Directive)\n as implemented in Denmark in Executive Order No. 1078 of 29 June 2022. The tender\n procedure consists of different phases, namely: 1. Prequalification Phase: All economic\n operators are invited to submit an application for the purpose of prequalification.\n 2. Tender and negotiation Phase: Any applicant which is prequalified based on the\n prequalification criteria will be invited to tender, including submission of relevant\n materials, first tenders, a number of revised tenders and a BAFO (\"Best And Final\n Offer\") and thus participation in several rounds of dialogues and/or negotiations.\n This process is further described in the Tender Conditions. 3. Evaluation and award:\n Kredsløb will evaluate BAFO and award the Framework Agreement to up to four (4) tenderers.\n 4. Reopening of the competition: Kredsløb will carry out a mini tender procedure for\n the award of the CTS Agreement under the Framework Agreement, which expectedly will\n be the only agreement to be awarded under the Framework Agreement. Based on step 1-3\n of the tender procedure, Kredsløb will enter into a Framework Agreement with expectably\n four (4) tenderers for the purpose of ensuring sufficient competition in the CTS Tender\n and security of supply of the CTS Agreement to be awarded under the Framework Agreement.\n The Framework Agreement is not divided into lots as Kredsløb deems it beneficial for\n the CTS Agreement awarded under the framework agreement to have one service provider\n covering the CO2 transport and storage scope to reduce the number of interfaces from\n the Carbon Capture Plant to the storage location, and to reduce risks in general.
