\"The organizer of the bid is a subordinate institution\n of the Ministry of Defence of Repucliv of Latvia - The State Centre for Defence Military\n Sites and Procurement.

The bidding procedure will be conducted in single\n phase - the deadline for qualification documentation and offer submission is August\n 7th, 2025 till 14.00. Bids received by post or submitted after the deadline shall\n not be opened and shall be returned unopened to the bidder.

The right to\n conclude the contract will be awarded to the bidder who has submitted an offer meeting\n the requirements of the call for the Bidding procedure with the lowest price.

All\n comunication in the framework of the bidding proces are in Latvian.
Translation\n of documents, cerfificates etc., into Latvian must be provided for documents originally\n issued in foreign languages.

The anticipated time to complete the contract\n is 24 months.

The bidders average annual (net) financial turnover over the\n previous four years (from 2021 until the the last day of the deadline for submission)\n is not less than 16.000.000 EUR. If the bidder was established later the bidder's\n finansial turnover must meet the above-mentioned requirement in the correspondingly\n shorter period. If the bidder has not closed any financial year the applicant must\n submit an operating balance sheet.

If the application is submitted by an\n association of suppliers, then at least one of the supplier association members has\n the turnover referred in this paragraph, or the supplier association can meet this\n requirement as a whole by summing up the financial turnovers of all supplier association\n members. In this case, the supplier association members must be jointly and equally\n responsible for the performance of the contract.

The Bidder has previous\n experience in construction for the need of the defence sector of the Republic of Latvia\n on contracts with a contract value exceeding EUR 1,000,000 excluding Value Added Tax\n (VAT) and the specific nature of the works performed under the contract is equivalent\n to the subject-matter of the procurement.

By the day of submission of the\n offer, the Bidder must be registered in the Register of Building Merchants of the\n Republic of Latvia in accordance with the procedures specified in the regulatory acts\n of the Republic of Latvia.

The Bidder must submit a list of engineering workers\n involved in the construction works, including:
- The appointed construction\n works manager, certified in building construction works management.
- The appointed\n specialist certified in the management of construction works for heating, ventilation\n and air conditioning systems.
- The appointed specialist certified in the management\n of construction works for electrical equipment (voltage up to 1kV and from 1 to 35kV).
\n - The appointed specialist certified in the management of construction works for electronic\n communication systems and networks.
- The appointed specialist certified in the\n management of construction works for water supply, sewage systems, and fire extinguishing\n systems.

The responsible specialists listed by the Bidder must possess appropriate\n construction practice certificates. If a person obtained relevant education and professional\n qualifications abroad, they must provide either a certificate of recognition of professional\n qualifications or permission from a competent institution to provide temporary professional\n services in the Republic of Latvia.

Information of an organisational nature\n on the conduct of the Project and the procedure for obtaining the Project documentation,\n including technical documentation, shall be provided by Ms Ervita Rieckstina, expert\n of the Infrastructure and Management Contracts and Procurement Division of the Legal\n and Procurement Support Department of the Centre.

Yderligere oplysninger: The main use of the building is a canteen. 5000 people must be served on site at one\n meal, but the maximum number of people served at one meal is 3500 people. The architectural\n form of the building is designed as a laconic monolithic volume. The publicly accessible\n area – the canteen – is conditionally divided into three parts: halls, where each\n of them is intended to serve 500 people at the same time. The main entrances (covered)\n to the building face the internal road of the territory, along which the flow of people\n is planned.
Ceiling height in the building in accordance with the conditions of\n LBN 207-21, e.g. in dining rooms, ceiling height 3.5–4 m, in sanitary rooms, auxiliary\n rooms – 2.7 m, in the kitchen area hallway – 2.7 m, in kitchen production, food storage\n rooms – 3.5 m depending on functionality; in basement floor work rooms, passage rooms\n – 2.5 m; in the underground floor auxiliary rooms, technical rooms – 2.7 m.
The\n floor coverings – in halls, common corridors, auxiliary rooms, PVC flooring and folded\n skirting boards, polished, different coated concrete are provided. In wet rooms, special\n PVC flooring wall coverings.
Wet walls plastered masonry walls painted with water\n that meets increased hygiene requirements; in bathrooms, auxiliary rooms, walls are\n tiled. Protective aluminium profiles are provided in the corners of the walls. In\n the corridors and technologically necessary areas, plastic or metal panel decoration,\n wall protection systems are provided on the walls.
Modular suspended ceilings\n with solutions appropriate to the function of the premises are provided in the ceiling\n decoration, taking into account the location and installation of engineering communications.
The\n roof covering of this building is PVC membrane, rain gutters are planned around metal\n gutters, connected to the territory's rainwater drainage system.
The composition\n of the spatial and finishing solution of the facades is provided using fibo block\n masonry walls with ventilated facade cement fiberboard decoration for the staircase,\n wall solutions and metal thermal panel walls in the rest of the building, plates of\n glazed facade systems intended for lighting the dining rooms, creating maximum connection\n between the interior and the exterior. The building is provided with a raised concrete\n three-layer panel plinth for safety reasons.

The\n building is equipped with a heating system, ventilation system, cooling system, power\n supply system, electronic communication systems, fire extinguishing automation, and\n other systems.

External engineering communications solution
Provision\n of engineering communications from nearby internal networks of the territory. Construction\n of territory lighting is planned using lighting elements on the access roads. Method\n of connections to the territory’s active sewage, heating, and water supply networks.\n Rainwater drainage from roads and areas with hard surfaces is planned to be infiltration\n into the ground using vertical drainage. Rainwater from roofs will be drained into\n receiving tanks through a gutter system for further gradual infiltration into the\n ground.

Territory solution
Ensuring territory solutions for utility,\n delivery, waste collection, etc. transport access to the building is provided via\n the internal roads of the Ādaži military base territory. Connections to the existing\n internal road, providing free looped movement around the building. Entrance/exit via\n the main control point. A parking lot for light transport for 9 spaces is provided\n near the building, a utility area, which is separated from the rest of the territory\n with fence-type screens, and bicycle parking.
Two-level access roads to the building\n are provided for supply transport, which allows delivery to be organized both from\n the ramp side and using gates at ground level and located under the building’s lowering\n garage.
Next to the utility area, a covered waste container storage area for sorted\n waste is located, which is integrated into the building volume – located under the\n roof overhang.
