Beskrivelse af udvælgelseskriterium: For the evaluation of technical and professional capabilities, the applicant must\n state in the ESPD the applicant’s significant work under similar contracts that are\n performed within the past five years. The applicant can enclose reference sheets or\n similar annexes that describe and illustrate such references, if reference is made\n to the ESPD.
Lot 1: Consists of provision of procurement of high-voltage transformers
-\n The applicant must be able to demonstrate at least two (2) completed reference projects\n delivered within the last five (5) years involving power transformers with a rated\n power equal to or greater than the transformers covered by this tender and demonstrate\n delivery including factory acceptance testing and site commissioning support. The\n applicant may submit up to five (5) references within the last five (5) years. If\n more than five (5) references are submitted, only the five (5) most recent references\n based on the time of delivery will be considered.
For each of the above reference\n categories, tenderers are advised to provide the following information in the list\n of references:
• Name of the customer
• Project name and location
• Voltage\n level
• Transformer rating (MVA)
• Cooling arrangement
• Scope of supply
•\n Time of delivery
• Economic value of the contract
• Description of the applicant's\n role and responsibilities

HOFOR will select up to four (4) applicants for\n each lot and invite them to submit a tender.
If the number of compliant requests\n received exceeds the number stated above, HOFOR will conduct a selection among these\n applicants. Based on the lists of references, HOFOR will select the applicants that\n to substantial extent match the contract tendered. In regards to applicants relying\n on the technical and professional capabilities of other entities, the selection will\n be based on all references submitted in correlation to the request.
The specific\n content of each reference, relevance and comparability with the contract tendered\n will be given the greatest importance, while the number of references is a secondary\n consideration in the selection.

A higher score will be awarded to solutions\n demonstrating a robust and well-documented technical design with clear benefits in\n terms of operational reliability, maintainability, availability, serviceability, condition\n monitoring and lifecycle performance.

The tenderer is requested to describe\n the project execution in his offer.
The assessment will include, among other things:
•\n The proposed project execution plan.
• The proposed approach to coordinating manufacturing,\n delivery and installation activities with the overall project programme.
• The\n proposed approach to managing interfaces with other contractors and project activities.
•\n The proposed measures for mitigating schedule and delivery risks.
A higher score\n will be awarded to tenders demonstrating a well-documented, robust and realistic execution\n strategy, including effective interface management, proactive risk management and\n a clear project organization, thereby minimizing project risks and supporting timely\n completion of the Works.
The tenderer's response for Lot 1 under Technical Solution\n and Project Execution shall not exceed thirteen (13) A4 pages. The response shall\n be prepared using a minimum font size of 11 pt. The front page and table of contents\n shall not count towards the page limit. Figures, tables, diagrams and illustrations\n are included in the page limit. Information exceeding the page limit will be disregarded\n by HOFOR.

A higher score\n will be awarded to tenders accepting HOFOR's proposed contractual framework and risk\n allocation with only limited deviations. A tender accepting all such clauses and/or\n documents will receive the maximum score as the best possible fulfilment of the criterion.\n A submitted empty SMC1_A6_6.2_C08.03_N1.0.2 List of Reservations and without any proposed\n deviations from the contractual documents listed above will be deemed to constitute\n full acceptance of HOFOR's contractual framework and risk allocation.

A lower\n score will be awarded where deviations increase HOFOR's contractual, commercial, programme-related\n or operational risk. Any ambiguities in the division of obligations will be considered\n an increased risk for HOFOR. As part hereof it will be evaluated negatively (non-prioritized\n order):
a) Use of the Works
If the tenderer imposes deviations that hinder\n and/or impede HOFOR's ability to operate, maintain, repair and replace the transformers\n and associated equipment in accordance with its intended purpose for the operational\n lifetime of the project.
b) Flexibility
If the tenderer imposes deviations\n that interfere with or otherwise impede HOFOR's ability to control and adapt the project,\n including introducing changes to the Works.
c) Securities, Ownership and Financial\n Exposure
If the tenderer imposes deviations towards securities, guarantees, payment\n terms, ownership rights, price adjustment mechanisms or other commercial provisions\n that separately or in combination increase HOFOR's exposure in the event of cancellation,\n default, termination or cost escalation.
d) Openness and Cooperation
If the\n tenderer does not assume appropriate obligations to share information, provide documentation\n and cooperate proactively with HOFOR and other contractors engaged by HOFOR with a\n view to supporting the overall project.
e) Timely Delivery
if the tenderer\n deviates from the contractual allocation of programme risks, extension of time provisions,\n milestone obligations, delay liquidated damages and other mechanisms intended to ensure\n timely completion of the Works.
f) Defects and Liabilities
if the tenderer\n imposes deviations that hinder and/or interfere with HOFOR's rights in relation to;\n (i) qualification, identification and timely rectification of defects, (ii) the warranty\n obligations and warranty period, (iii) the Contractor's liability for defects and\n performance shortfalls, (iv) the extent of liabilities undertaken by the Contractor\n under the Contract.

Beskrivelse: Tenderers shall submit a description of their approach to health and safety management\n during the execution of the Works. The submission shall address a) Health and Safety\n Supervision and Follow-Up, b) Health and Safety Resources and Organization, c) Method\n Statement for Installation and Commissioning Activities with focus on Health and Safety\n and d) Compliance with Danish Health and Safety Requirements.
The tenderer's response\n for the sub-criterion Health and Safety shall not exceed ten (10) A4 pages. The response\n shall be prepared using a minimum font size of 11 pt. The front page and table of\n contents shall not count towards the page limit. Figures, tables, diagrams and illustrations\n are included in the page limit. Information exceeding the page limit will be disregarded\n by HOFOR.
a) Health and Safety Supervision and Follow-Up
The tenderer shall\n describe how health and safety supervision will be carried out on a day-to-day basis\n during the execution of the Works.
The assessment will include, among other things:
•\n The procedures established for identifying, reporting and correcting health and safety\n deficiencies.
• The tenderer’s approach to monitoring compliance with health\n and safety requirements.
• The measures available to ensure corrective actions\n are implemented.
• The use of incentives or initiatives promoting proactive employee\n participation in maintaining a safe working environment.
• The tenderer’s management\n of health and safety performance among subcontractors (If included).

A higher\n score will be awarded to tenderers demonstrating a systematic, consistent and proactive\n approach to health and safety supervision and management, including effective follow-up\n on identified issues and continuous improvement initiatives.
b) Health and Safety\n Resources and Organization

The tenderer shall describe how sufficient health\n and safety resources will be allocated to the Project and the Site.

Particular\n emphasis will be placed on:
• The qualifications and relevant experience of the\n proposed health and safety resources.
• The authority and decision-making powers\n of the proposed resources.
• The availability and allocation of the proposed resources\n throughout the Project.
• The proposed frequency, scope and follow-up procedures\n for health and safety inspections and supervision activities on Site.

A higher\n score will be awarded to tenderers demonstrating a well-resourced health and safety\n organization with clearly defined responsibilities, sufficient authority and a credible\n level of site presence throughout the execution of the Works.
c) Method Statement\n for Installation and Commissioning Activities with focus on Health and Safety
The\n tenderer shall submit a method statement describing the principal installation, assembly,\n testing and commissioning activities associated with the Works and the corresponding\n health and safety measures.

In the evaluation of the method statement, particular\n emphasis will be placed on the tenderer’s ability to demonstrate a structured approach\n to identifying the principal work activities, assessing associated health and safety\n risks, and implementing effective preventive measures.

A higher score will\n be awarded to method statements that clearly apply recognized prevention principles,\n including the prevention principles set out in Annex 2 of the Danish Executive Order\n on the Client's Duties, and translate these into practical and operational measures\n for the execution of the Works.
d) Compliance with Danish Health and Safety Requirements
The\n tenderer shall describe how compliance with applicable Danish health and safety legislation\n and regulations will be ensured during planning and execution of the Works.

In\n evaluating the Contractor’s response, particular emphasis will be placed on the extent\n to which the Contractor demonstrates relevant and sufficient knowledge of Danish health\n and safety legislation applicable to the execution of the Works, and how compliance\n with such requirements will be ensured during the planning and execution of the Works.

Particular\n emphasis will be placed on the tenderer’s ability to translate regulatory requirements\n into practical site procedures, personnel training, supervision, documentation, reporting\n and subcontractor management.

Further emphasis will be placed on the tenderer’s\n approach to cooperation with the Employer, the Health and Safety Coordinator and other\n relevant health and safety stakeholders involved in the Project.

b) Health and Safety\n Resources and Organization

The tenderer shall describe how sufficient health\n and safety resources will be allocated to the Project and the Site.

Particular\n emphasis will be placed on:
• The qualifications and relevant experience of the\n proposed health and safety resources.
• The authority and decision-making powers\n of the proposed resources.
• The availability and allocation of the proposed resources\n throughout the Project.
• The proposed frequency, scope and follow-up procedures\n for health and safety inspections and supervision activities on Site.

A higher\n score will be awarded to tenderers demonstrating a well-resourced health and safety\n organization with clearly defined responsibilities, sufficient authority and a credible\n level of site presence throughout the execution of the Works.
c) Method Statement\n for Installation and Commissioning Activities with focus on Health and Safety
The\n tenderer shall submit a method statement describing the principal installation, assembly,\n testing and commissioning activities associated with the Works and the corresponding\n health and safety measures.

In the evaluation of the method statement, particular\n emphasis will be placed on the tenderer’s ability to demonstrate a structured approach\n to identifying the principal work activities, assessing associated health and safety\n risks, and implementing effective preventive measures.

A higher score will\n be awarded to method statements that clearly apply recognized prevention principles,\n including the prevention principles set out in Annex 2 of the Danish Executive Order\n on the Client's Duties and translate these into practical and operational measures\n for the execution of the Works.
d) Compliance with Danish Health and Safety Requirements
The\n tenderer shall describe how compliance with applicable Danish health and safety legislation\n and regulations will be ensured during planning and execution of the Works.

In\n evaluating the Contractor’s response, particular emphasis will be placed on the extent\n to which the Contractor demonstrates relevant and sufficient knowledge of Danish health\n and safety legislation applicable to the execution of the Works, and how compliance\n with such requirements will be ensured during the planning and execution of the Works.

Particular\n emphasis will be placed on the tenderer’s ability to translate regulatory requirements\n into practical site procedures, personnel training, supervision, documentation, reporting\n and subcontractor management.
