1 Background
Defence\n Properties Finland (DPF) intends to run a competition for the Construction and delivery\n of Headquarters building for Multi Corps Land Component Command-North West organization\n Core Staff Element (MCLCC-NW CSE) located in Mikkeli, Finland. The competition is\n announced in agreement with the rules and procedures for National Competitive Bidding\n Plus (NCB+) as defined for the NATO Security Investment Programme (NSIP). The contract\n to be established is of a Civil Works nature. With this notification document, DPF\n would like to ensure that eligible firms from any NATO member nation are informed\n and invited to participate in the competition.

2 Scope
The new building\n is a rectangular two-story headquarters building with the HVAC room located on the\n third floor. Total gross area is approximately 2300 m². Project also includes landscaping\n and construction of outdoor parking area and roads accessing the building.

The\n value of the contract is estimated to 16 million EUR exclusive of VAT. Interested\n firms will be subject to a pre-qualification process and only those firms, which are\n pre-qualified, will receive the invitation for tender documents and are qualified\n to submit a bid.

The pre-qualification process used for this project will\n be based upon standard national qualification requirements.

The Act on the\n Contractor’s Obligations and Liability when Work is Contracted Out (22.12.2006/1233)\n obligates a client to check that their contracting partners fulfill their legal obligations\n as contracting party and employer. The Act aims at preventing “grey”, or undeclared,\n economy, and its purpose is to promote equal competition between companies as well\n as compliance with terms of employment. The Regional State Administrative Agency for\n Southern Finland is the body that monitors compliance with the Act in Finland.

The\n Act stipulates that the client requests and the contracting partner supplies information\n and certificates that are no older than three (3) months:

- An account of\n whether the enterprise is entered in the Prepayment Register as stipulated in the\n Prepayment Act (1118/1996), the Employer Register and the Value Added Tax Register\n as stipulated in the Value-added tax Act (1501/1993)

- An extract from the\n Trade Register

- A certificate that demonstrates that the enterprise does\n not have tax debt as defined in paragraph 2 of subsection 1 in section 20 b of the\n Act on the Public Disclosure and Confidentiality of Tax Information (1346/1999), or\n an account given by an official regarding the tax debt

- Certificates of\n pension insurances arranged for employees and of pension insurance premiums paid,\n or an account that a payment agreement on outstanding pension insurance premiums has\n been made

- An account of the collective agreement or the principal terms\n of employment applicable to the work

- An account of provided occupational\n healthcare

- A certificate of mandatory accident insurance required in the\n building sector

If an employee’s employer or a party of a subcontracting\n agreement is a foreign company, information corresponding to the clarifications and\n certificates according to the Contractor’s Obligations Act must be submitted in the\n form of register extracts as stipulated by the laws of the country of business or\n similar certificates, or in another generally acceptable manner.

A foreign\n contracting party must also provide clarifications cited in paragraphs 1 and 3 in\n subsection 1, if the foreign contracting party has a Business Identity Code as defined\n in the Business Information Act (244/2001). If the foreign contracting party sends\n posted workers (defined in paragraphs 1 and 3 of subsection 2 in section 1 of the\n Posted Workers Act) to Finland, the client must check the social security cover of\n the posted workers before work under a work contract (as defined in the Posted Workers\n Act) begins.

In addition to subsection 2 of section 5, the contractor’s obligations\n to check contain the obligation to check that all posted workers have a valid certificate\n of their social security cover before they begin work. (22.5.2015/678)

3\n Security
The main invitation to tender documents to be issued to pre-qualified\n firms will be unclassified. However, drawings of the facility are classified up to\n NATO CONFIDENTIAL, and bidding firms will only be given access to these drawings by\n visiting Defence Properties Finland’s facility in Mikkeli, Finland. The invitation\n to tender document will be written in the Finnish language.

Contractor personnel,\n who will require access to the construction site, must have a valid security clearance\n of CONFIDENTIAL.

4 Time Schedule
Firms interested in participating in\n the pre-qualification for this project must show interest as soon as possible via\n email to Tapani Aalto or Timo Tanninen. Tendering period is from 8 April 2026 until\n 13 May 2026 at 08:00 Central European Time. The plan is to sign a contract by end\n of May 2026 and works on-site start in Mikkeli in June 2026 and the project must be\n completed by end of year 2027.
