Global Framework and Policy Review • Review existing WMO Global\n Framework for Water, Weather and Climate Services and assess the extent to which it\n enables a child-centred approach • Review existing SC policy briefs and approach to\n child-centered climate services, early warning systems and Early Warning for All (EW4All)\n initiative. 2. Regional Framework Analysis • Assessment of Regional Institutions and\n Frameworks an evaluate contributions from AGRHYMET (Climate data provision and capacity\n building), ACMAD (Regional forecasting and early warning system), Liptako-Gourma Authority\n (LGA)Cross-border collaboration on climate resilience. • Review how these institutions\n address child-focused priorities in climate and disaster resilience. • Alignment with\n Regional Policies: Analyze alignment of regional frameworks, such as African Union\n (AU) policies on climate and disaster resilience; African Regional Strategy for Disaster\n Risk Reduction (ARSDRR). • Identify opportunities to strengthen regional collaboration\n for child-sensitive climate services 3. National Framework Mapping and Analysis •\n Review of National Frameworks for Climate Services (NFCS) and assess the extent of\n operationalization and integration into child-sensitive sectors, including: (Education:\n Climate education, school safety, and infrastructure resilience; Child Protection:\n Emergency response plans and safeguarding measures; Health and Food Security: Addressing\n vulnerabilities of children during climate-related crises) • Mapping Users and Providers:\n Identify key actors, their roles, and capacities in delivering child-sensitive climate\n services. • Analyze the development and review processes of NFCS to identify opportunities\n for child-focused integration • Highlight existing coordination mechanisms between\n providers and child-focused sectors. 4. Stakeholder Engagement: Conduct Key Informant\n Interviews (KII) with representatives of regional institutions and NFCS leads to:\n • status of NFCS and extent of operationalisation in areas key to child protection,\n child health, and education and food security • concrete ways in which SC and partners\n may support a strengthened child focus within the co-development, communication, use,\n monitoring and feedback of climate services to address the impacts of climate-related\n risks on girls and boys at different ages according to their diverse needs and capacities.\n 5. Conduct a comprehensive evaluation of key barriers, gaps, and opportunities in\n National Frameworks for Climate Services (NFCS) across Niger, Burkina Faso, and Mali,\n focusing on the extent to which these frameworks are: • Child-sensitive: Tailored\n to consider the specific impacts of climate change on children and key child-focused\n sectors such as education, health, and protection. • Child-friendly: Communicated\n through channels, formats, and approaches adapted to children’s needs and capacities.\n • Child-centered: Developed with and for children, engaging them directly in risk\n assessment, monitoring, and communication of climate services. Deliverables: 1. Policy\n Review and Insights: Top line analysis of the WMO Global Framework and SC policy briefs,\n with recommendations for child-centred integration, with a focus on NFCS analysis\n of existing frameworks and degree of operationalisation and reach of services to address\n climate-related impacts for children. 2. Collaboration Report: Contributions of AGRHYMET,\n ACMAD, and the Liptako-Gourma Authority, with recommendations for cross-border collaboration,\n with a focus on climate services and EWS support provided at regional and cross-border\n levels. 3. National Framework and Stakeholder Analysis: Review of NFCS operationalization,\n stakeholder mapping, and actionable recommendations for child-sensitive climate services.\n 4. Evaluation and Recommendations: Analysis of barriers, gaps, and opportunities,\n with a focus on child-sensitive, child-friendly, and child-centred approaches.
