Titel: Prior Information notice about market dialogue related to future procurement of contract\n concerning delivery of stationary and portable biometric registration solutions

Beskrivelse: The Danish Ministry of Foreign Affairs seeks to acquire approximately 150 stationary\n and portable biometric registration solutions in total to capture biometric data for\n passport and visa applications. The ratio between the two types of registration solutions\n will depend on the functionality of the stationary and portable biometric registration\n solution. The Ministry of Foreign Affairs wishes to engage in a market dialogue in\n order to gain insight into the market and the suppliers of such solutions. The purpose\n of the market dialogue is for the Danish Ministry of Foreign Affairs to uncover potential\n challenges, solutions, and cost drivers in relation to the future procurement.

During the\n market dialogue, the Danish Ministry of Foreign Affairs wishes insight into the following\n topics: - Weather the market can meet the Customer’s draft technical requirements\n (as listed in the “Questionnaire”) - Advantages and dis-advantages related to stationary\n and portable biometric registration solutions, respectively - The market for biometric\n registration solutions in general Suppliers in the market, with interest in participating\n in this dialogue, may forward a request for participation via the electronic tendering\n system, cf. the link in this notice. The deadline for forwarding the request for participation\n in the dialogue expires at the end of March 11 2024. The request must contain the\n attached “Template for request for participation in market dialogue”. Furthermore,\n the request must contain the attached “Questionnaire” in completed form. The submitted\n request will be used for the selection process as stated below. The Danish Ministry\n of Foreign Affairs reserves the right to request the suppliers to forward further\n documentation for the suppliers experience for the use in the selection process. For\n the sake of the Danish Ministry of Foreign Affair’s use of resources when completing\n the market dialogue a maximum of four suppliers will be invited. If more than four\n suppliers request to participate in the dialogue, the Danish Ministry of Foreign Affairs\n will invite those suppliers who have documented the most solid experience with the\n delivery of stationary and portable biometric registration solutions to capture biometric\n data. If more than four suppliers have documented solid experience with the delivery\n of stationary and portable biometric registration solutions to capture biometric data,\n the Danish Ministry of Foreign Affairs will invite the four suppliers, who – based\n on their request – are assessed to form a representative sample of the market for\n the requested services. The four selected suppliers are expected to receive a response\n to their request for participation in the dialogue on the 18 March. The market dialogue\n will consist of a bilateral meeting between the supplier and the Danish Ministry of\n Foreign Affairs. The meetings will be held in Danish or in English. Before the meetings,\n each of the suppliers will receive the topics and questions, which will be addressed\n at the meetings. An eventual exclusion from the market dialogue has no consequence\n for the subsequent opportunity to participate in an upcoming procurement process.\n The future procurement process is therefore implemented independently of the procedure\n regarding the market dialogue described above and is based on other evaluation criteria,\n since the sole purpose of the market dialogue is to achieve an increased market insight\n and knowledge concerning the area. The market dialogue: The dialogue meetings are\n expected to take place from the April 2-5. The meetings will be held virtually via\n Skype or MS Teams. A maximum of four persons from each supplier is invited to participate\n in the meeting. The suppliers are encouraged to participate with representatives,\n who have specific knowledge of the subjects mentioned in this notice. The meetings\n will have a duration of maximum 2 hours, where the Danish Ministry of Foreign Affairs\n specifically will try to gain insights into the topics mentioned above. *** The Danish\n Ministry of Foreign Affairs reserves the right to use any information submitted by\n the supplier during the market dialogue in a following public procurement process,\n unless the supplier in advance has indicated that the information is given in confidence,\n constitutes a business secret or is covered by exclusive rights. The Danish Ministry\n of Foreign Affairs will not pay remuneration to the suppliers for participating in\n the market dialogue, i.e. answering to the questionnaire. Depending on the level of\n access needed to the infrastructure and physical sites of the Danish Ministry of Foreign\n Affairs, involved personnel must be able to gain and sustain a security clearance\n conducted by the Danish authorities.
