Beskrivelse af udvælgelseskriterium: It is a minimum requirement that the tenderer provides at least two (2) references\n relating to comparable business activities. For the purposes of this requirement,\n a reference will be considered comparable only if it concerns the operation of currency\n exchange services at an airport handling more than 10 million passengers annually.

The\n references (operator statement only) must relate to contracts that have been carried\n out during the two (2) years preceding the tender deadline. Ongoing contracts may\n be relied upon, provided that the contract has been performed for at least twelve\n (12) months prior to the tender deadline.

The reference requirement can be\n fulfilled through references where the tenderer has been a supplier or subcontractor.\n The decisive factor is that the tenderer has performed the work covered by the reference.

The\n references must be described in the ESPD and include the following information:

-\n Short description of the references
- The airports and the number of total annual\n passengers in 2025
- Date of opening of the premises
- Contact person from\n each contracting entity

CPH reserves the right to contact the contracting\n entity in question to verify the existence of the reference.

Please note\n that a tenderer may in its ESPD state only its own references, i.e. for the specific\n legal entity (e.g. company) in question. This means for example that group companies'\n references may be taken into account only if the tenderer relies on the group companies\n in question in relation to suitability and if separate ESPDs and letters of commitment\n are submitted for these group companies, see below.

As for consortia, the\n consortium members combined must meet the minimum requirement. As for tenderers relying\n on the technical and professional suitability of other economic operators, the tenderer\n and the committed entity combined must meet the minimum requirement.

Beskrivelse: The economic operator must complete and submit Annex A (Financial offer). All blanks\n marked yellow in Annex A must be filled out by the tenderer.

Annex A constitutes\n the tenderer’s combined financial offer across all locations. The offered concession\n fee and minimum annual rent (per IDP) will be applicable across all units.

The\n overall assessment of “Financial” is based on the two (2) sub-sub-criteria described\n above and is calculated with two decimal places.

The sub-sub-criteria are\n evaluated separately.

No indexation is applied for evaluation purposes.

All\n prices must be quoted in Danish kroner (DKK) excluding VAT (but including any other\n indirect taxes).

“Concession fee (%)” (50%)
The tenderer must state the\n offered concession fee percentage in Annex A (Financial offer), the offered concession\n fee (%) for both sales and purchase of currencies.

When assessing “Concession\n fee (%)”, emphasis will be placed on as high a value as possible.

CPH will\n use a scoring system in which the concession fee is translated into scores ranging\n from a minimum of 0 points to a maximum of 10 points:

• The tenderer offering\n the highest concession fee will achieve the maximum score of 10 points.
• An offered\n concession fee percentage lower than 2,35% will gain a score of 0 points.
• All\n other tenderers will be scored based on a linear interpolation between these two values.
•\n If all tenderers submit identical concession fees, all tenderers will be awarded 10\n points.

“Minimum annual rent (per IDP)” (50%)
The tenderer must state\n the offered minimum annual rent (per IDP) for all units in Annex A (Financial Offer),\n which will be adjusted in accordance with the lease agreement. The minimum annual\n rent (per IDP) for each unit will serve as the minimum guaranteed payment to CPH.

For\n evaluation purposes, the minimum annual rent (per IDP) is calculated as the sum of\n the minimum annual rent (per IDP) offered for all locations.

The estimated\n IDP in the Financial offer (Annex A) for the lease period, provided by CPH, is not\n binding.

When assessing “Minimum annual rent (per IDP)”, emphasis will be\n placed on as high a minimum annual rent per IDP as possible.

The minimum\n annual rent per IDP must be quoted in Danish kroner (DKK) excl. VAT (but including\n any other indirect taxes, duties etc.)

Description of selection criterion: It is a minimum requirement that the tenderer provides at least two (2) references\n relating to comparable business activities. For the purposes of this requirement,\n a reference will be considered comparable only if it concerns the operation of currency\n exchange services at an airport handling more than 10 million passengers annually.

The\n references (operator statement only) must relate to contracts that have been carried\n out during the two (2) years preceding the tender deadline. Ongoing contracts may\n be relied upon, provided that the contract has been performed for at least twelve\n (12) months prior to the tender deadline.

The reference requirement can be\n fulfilled through references where the tenderer has been a supplier or subcontractor.\n The decisive factor is that the tenderer has performed the work covered by the reference.

The\n references must be described in the ESPD and include the following information:

-\n Short description of the references
- The airports and the number of total annual\n passengers in 2025
- Date of opening of the premises
- Contact person from\n each contracting entity

CPH reserves the right to contact the contracting\n entity in question to verify the existence of the reference.

Please note\n that a tenderer may in its ESPD state only its own references, i.e. for the specific\n legal entity (e.g. company) in question. This means for example that group companies'\n references may be taken into account only if the tenderer relies on the group companies\n in question in relation to suitability and if separate ESPDs and letters of commitment\n are submitted for these group companies, see below.

As for consortia, the\n consortium members combined must meet the minimum requirement. As for tenderers relying\n on the technical and professional suitability of other economic operators, the tenderer\n and the committed entity combined must meet the minimum requirement.

5.1.10 Award criteria

Description: The economic operator must complete and submit Annex A (Financial offer). All blanks\n marked yellow in Annex A must be filled out by the tenderer.

Annex A constitutes\n the tenderer’s combined financial offer across all locations. The offered concession\n fee and minimum annual rent (per IDP) will be applicable across all units.

The\n overall assessment of “Financial” is based on the two (2) sub-sub-criteria described\n above and is calculated with two decimal places.

The sub-sub-criteria are\n evaluated separately.

No indexation is applied for evaluation purposes.

All\n prices must be quoted in Danish kroner (DKK) excluding VAT (but including any other\n indirect taxes).

“Concession fee (%)” (50%)
The tenderer must state the\n offered concession fee percentage in Annex A (Financial offer), the offered concession\n fee (%) for both sales and purchase of currencies.

When assessing “Concession\n fee (%)”, emphasis will be placed on as high a value as possible.

CPH will\n use a scoring system in which the concession fee is translated into scores ranging\n from a minimum of 0 points to a maximum of 10 points:

• The tenderer offering\n the highest concession fee will achieve the maximum score of 10 points.
• An offered\n concession fee percentage lower than 2,35% will gain a score of 0 points.
• All\n other tenderers will be scored based on a linear interpolation between these two values.
•\n If all tenderers submit identical concession fees, all tenderers will be awarded 10\n points.

“Minimum annual rent (per IDP)” (50%)
The tenderer must state\n the offered minimum annual rent (per IDP) for all units in Annex A (Financial Offer),\n which will be adjusted in accordance with the lease agreement. The minimum annual\n rent (per IDP) for each unit will serve as the minimum guaranteed payment to CPH.

For\n evaluation purposes, the minimum annual rent (per IDP) is calculated as the sum of\n the minimum annual rent (per IDP) offered for all locations.

The estimated\n IDP in the Financial offer (Annex A) for the lease period, provided by CPH, is not\n binding.

When assessing “Minimum annual rent (per IDP)”, emphasis will be\n placed on as high a minimum annual rent per IDP as possible.

The minimum\n annual rent per IDP must be quoted in Danish kroner (DKK) excl. VAT (but including\n any other indirect taxes, duties etc.)

CPH will use a scoring system in\n which the minimum annual rent (per IDP) are translated into scores ranging from a\n minimum of 0 points to a maximum of 10 points:

The\n proposal will be evaluated on the overall strength of the store concept, including\n the ability to deliver a well-executed portfolio of stores with a relevant value proposition\n for travelers, clearly defined roles, and store design and layout that create a high-quality\n shopping experience, a high-quality, durable, and sustainable design solution, fit-in\n with the overall CPH design and deliver strong commercial performance. Pricing must\n be clearly and unambiguously displayed.

The assessment of Business plan will focus on:
Setup:
The proposal\n will be evaluated on the overall strength of the CPH setup, including the ability\n to deliver a robust organizational set up, reliable and high performing units, that\n drives a strong commercial result.

Viability of business plan:
The viability\n of the business plan will be evaluated on how the submitted description demonstrates\n an ability to operate sustainable and commercially sound units at CPH, and on how\n convincingly intended investments and key operational and cost drivers support the\n brand experience and commercial performance.

5.1.16 Further information, mediation and review

Review organisation: Klagenævnet for Udbud

Information about review deadlines: Under the Danish Act on the Complaints Board for Public Procurement (in Danish, Lov\n om: Klagenævnet for Udbud), which is applicable to tender procedures conducted in\n accordance with the Concession Directive, cf. § 10 of the Danish announcement no.\n 1080 of 29 June 2022 regarding the award of concession contracts, the following deadlines\n apply to the lodging of complaints: 45 calendar days after the contracting entity\n has published a notice in the Official Journal of the European Union that the contracting\n entity has entered into a contract (see section 7(2)(1) of the Act). The deadline\n is calculated from the day after the day when the notice was published.
Not later\n than at the time of lodging a complaint with the Danish Complaints Board for Public\n Procurement, the complainant must notify the contracting entity in writing that a\n complaint has been lodged with the Danish Complaints Board for Public Procurement\n and whether the appeal was lodged during the standstill period, see section 6(4) of\n the Act.
