Titel: Communication on the Peace and Stabilization Fund

Beskrivelse: Description
Background and context
The Peace and Stabilisation Fund (PSF or\n Fund) is a catalytic and flexible instrument based on a Whole-of-Government Approach.\n It enables Denmark to contribute to stability and peace in fragile and conflict-affected\n contexts, and respond to emerging crises in line with Danish foreign and security\n policy priorities. The Fund is a unique mechanism, which brings together Danish diplomatic,\n development, defence, justice, and security instruments in a Whole-of-Government approach.\n The Danish authorities involved in the management of the Fund are the Ministry of\n Foreign Affairs (MFA), the Ministry of Defence (MoD), and the Ministry of Justice\n (MoJ).
The Inter-Ministerial Peace and Stabilisation Secretariat (PSS), is looking\n into creating more captivating communication that showcases the Fund and its achievements.
Objective
The\n purpose of the assignment is to support the Ministry of Foreign Affairs’ Department\n for Migration, Peace and Stabilisation (Client/MIGSTAB) in effectively communicating\n on civilian and military engagements and results achieved under the PSF to the broader\n public.
Deliverables
Required deliverables are as follows:
• An inception\n report including a detailed description of the Consultant’s approach in order to achieve\n the objective stated above.
• Suggestions for themes and content of the stories\n and newsletters, including specific formats (text and visual material). These suggestions\n should cover both civilian and military achievements across the Funds priority regions/countries.
•\n Create a repository of stories and results from the PSF as well as mapping of linked\n policy opportunities on a quarterly. This will require regular calls and data collection\n with relevant MFA and MoD departments as well as embassies. Modality to be specified\n in proposal.
• Engaging, concise and formatted news stories of different formats\n (please specify format and numbers) including, but not limited to three news letters\n that show how the PSF is a flexible instrument that can contribute to the stabilisation\n of fragile and conflict-affected contexts through civilian and military efforts following\n a Whole-of-Government approach.
• Each newsletter should be accompanied by a communication\n toolkit to support wider dissemination across digital media. Content from the newsletters\n should also be adaptable for at least five LinkedIn posts, three short videos, a repository\n of at least ten high-quality photos, as well as additional visual and written assets\n such as infographics, pull quotes, and key messages for social media and presentations.
•\n A report that shows the general public and the Danish parliamentarians’ engagement\n with the news stories and newsletters, including which content/formats have gained\n the most attention and engagement. This report should support the MFA and MoD in reviewing\n the results of this communication strategy and include recommendations on how to continue\n the communicative efforts.
The activities, deliverables, and outputs under this\n assignment should maintain an equal focus on both development- and military-related\n activities. The MFA will finance the ODA aspects and the MoD will finance the non-ODA\n aspects. MFA and MoD will be available to provide guidance and support in determining\n the appropriate balance and focus throughout the implementation process.
Methodology
The\n assignment should be carried out independently, but the Consultant(s) must consult\n MIGSTAB in terms of themes and content, as the decision on these matters lie with\n the Client. The Consultant has the responsibility to maintain a close and continuous\n dialogue with all staff involved.
The organisation of the Consultant's work is\n the responsibility of the Consultant. The assignment will be both desk based and involve\n travel. Most meetings will be held online, whereas interviews with implementing partners\n will be conducted in person.
Timing
The assignment shall commence in the fourth\n quarter of 2025 upon signing the agreement, and must be completed by Q4-2026. The\n deliverables must be produced by the end of Q2, Q3 and Q4 in 2026, and suggestions\n for the next communication products must therefore be ready well in advance and no\n later than at the beginning of each of these quarters. Once all the newsletters have\n been shared, the Consultant will produce the report on audience engagement.
Qualifications\n and competence of staff
The Consultants should have extensive knowledge on and\n experience in communicating about Danish peace and stabilization efforts. Efficient\n communication and a sense of foreign, security, and development policy priorities\n is crucial in delivering on this assignment. In addition, the Consultant (or a supporting\n Consultant) must be able to produce high-quality visual material (photographs and\n video) and graphically format the newsletters, so the information is easily accessible\n to the reader.
The assignment can be carried out by a communications house or\n one or more Consultants, as long as qualifications below are met to a satisfactory\n degree.
Estimated budget and level of effort
The completion of the assignment\n is estimated to involve a maximum of 65 working days for one Consultant (proportionally\n fewer days in the case of multiple Consultants). The exact level of effort (hours\n of work) will depend on the proposals received.
The specified maximum budget by\n the Consultant should not exceed DKK 453,000. The Consultant’s budget includes an\n audit of the costs for approximately DKK 5,000.

Once all the newsletters have been shared, the Consultant will produce the report on audience engagement.\nQualifications and competence of staff\nThe Consultants should have extensive knowledge on and experience in communicating about Danish peace and stabilization efforts. Efficient communication and a sense of foreign, security, and development policy priorities is crucial in delivering on this assignment. In addition, the Consultant (or a supporting Consultant) must be able to produce high-quality visual material (photographs and video) and graphically format the newsletters, so the information is easily accessible to the reader.\nThe assignment can be carried out by a communications house or one or more Consultants, as long as qualifications below are met to a satisfactory degree.\nEstimated budget and level of effort\nThe completion of the assignment is estimated to involve a maximum of 65 working days for one Consultant (proportionally fewer days in the case of multiple Consultants). The exact level of effort (hours of work) will depend on the proposals received.\nThe specified maximum budget by the Consultant should not exceed DKK 453,000.
