Beskrivelse: ETK offentliggør nærværende Notification of Intent for nedenstående NATO-finansierede\n projekt på vegne af Letland.

1.1. This document is the official announcement\n of the National Competitive Bidding Plus (NCB+) (hereinafter - Bidding procedure)\n for the project: “Construction work on the project “New building at 3/5 Atmodas Boulevard,\n Liepaja (in a security crisis)\" (hereinafter - Project) No.VAMOIC 2026/98, that will\n be implemented in Latvia.

1.2. The organizer of the Bidding procedure is\n a subordinate institution of the Ministry of Defence of Republic of Latvia – The State\n Centre for Defence Military Sites and Procurement (hereinafter - Centre).

1.3.\n With this notification the Centre would like to ensure that eligible Bidders from\n any NATO member nation are informed and invited to participate in the Bidding procedure.

1.4.\n National authorities are requested to timely inform potential bidders from their respective\n countries and submit the appropriate Declaration of Eligibility of the interested\n Bidders as per NATO AC/4-D(2025)0008 from national delegations to Latvian Delegation\n at NATO Delegation.NATO@mfa.gov.lv not later than defined in para. 1.7.below.

1.5.\n The Bidding procedure will be conducted in single phase – the deadline for qualification\n documentation and offer submission is September 14th , 2026 till 14.00 in the Secretariat\n of Centre, Ernestines street 34, Riga, LV-1083, Latvia. The bids received by post\n or submitted after the deadline shall not be opened and shall be returned unopened\n to the bidder.

1.6. NCB+ procedure is carried out according to Law on Procurements\n in the Field of Defence and Security.

1.7. The right to conclude the contract\n will be awarded to the bidder who has submitted an offer meeting the requirements\n of the call for the Bidding procedure with the lowest price.

1.8. The bid\n documentation and contract will be in Latvian. Translation of documents, certificates,\n etc., into Latvian must be provided for documents originally issued in foreign languages.\n All communication in Bidding procedure are in Latvian.

2. PROJECT SUMMARY\n DESCRIPTION
Object address - Atmodas boulevard 3/5, Liepaja. Total construction\n area – 1932 m², total area of buildings – 10910.3 m². Construction density – 5.64%.\n Free green area – 79.77%.

The project provides the territory improvement,\n the construction of the barracks building, infrastructure and access roads and manoeuvring\n area for cargo transport.

3.1. Bidders eligible to participate in the\n bidding process are firms from NATO member states that have been designated as eligible\n by their respective national authorities to participate in the subject bid in accordance\n with NATO PO(2025)0198 by submitting a \"DECLARATION OF ELIGIBILITY\", as referred in\n NATO AC/4-D(2025)0008, and who complies with all of the criteria listed below.

3.2.\n Firm is not subject to the exclusion according to Article 44 of Law on Procurements\n in the Field of Defence and Security.

3.3. The Bidder has previous experience\n in construction for the need of the defence sector of the Republic of Latvia over\n the past five years on contracts exceeding 1 000 000 EUR excluding Value Added Tax.\n These executed contracts has been evaluated by the Centre with an average score of\n at least 7 out of 10, based on criteria such as the fulfilment of obligations by the\n deadline; quality of used materials, equipment; ability to promptly solve problem\n situations; ability to organize work in closed areas; ability to quickly eliminate\n construction defects; fulfilment of warranty obligations after handover of the object.

3.4.\n The bidder's average annual (net) financial turnover over the previous 4 (four) years\n (i.e. from 2022. until the last day of the deadline for submission of application\n documents) is not less than 16 000 000 EUR (sixteen million euro). If the bidder was\n established later, the bidder's financial turnover must meet the above-mentioned requirement\n in the correspondingly shorter period. If the bidder has been established later and\n if the bidder has not closed any financial year, the applicant must submit an operating\n balance sheet.
If the application is submitted by an association of suppliers,\n then at least one of the supplier association members has the turnover referred in\n this paragraph, or the supplier association can fulfil this requirement as a whole\n by summing up the financial turnovers of the supplier association members (in this\n case, the supplier association members must be jointly and equally responsible for\n the performance of the contract).

3.5. The Bidder must submit a list of engineering\n workers involved in the construction:
3.5.1. the appointed construction works\n manager, certified in building construction works management;
3.5.2. the appointed\n construction manager certified in the management of construction works for electronic\n communication systems and networks,
3.5.3. the appointed specialist certified\n in the management of construction works for electrical equipment (voltage up to 1kV);
3.5.4.\n the appointed specialist certified in the management of construction works for heating,\n ventilation and air conditioning systems;
3.5.5. the appointed specialist certified\n in the management of construction works for water supply, sewage systems, and fire\n extinguishing systems;
3.5.6. the appointed specialist certified in road building\n works management.

3.6. The responsible specialists of the bidder have appropriate\n construction practice certificates or, if the person obtained the relevant education\n and professional qualification abroad, a certificate of recognition of professional\n qualifications or permission from a competent institution to provide temporary professional\n services in the Republic of Latvia, or a declaration has been submitted to the recognition\n institution.

3.7. By the day of submission of the offer, the Bidder must\n be registered in the Register of Building Merchants of the Republic of Latvia in accordance\n with the procedures specified in the regulatory acts of the Republic of Latvia.

4.\n PROJECT BUDGET
The project budget is estimated to be up to sixteen million three\n hundred fifty thousand Euro (16 350 000 EUR) (including a financial reserve, and indexation\n reserve, excluding VAT).

5. TIME OF WORKS COMPLETION
The completion date\n for the construction works shall be no longer than 10 (ten) months from the date on\n building permit indicating that the conditions for commencing the construction works\n have been fulfilled.

6. INFORMATION EXCHANGE
6.1. All dates estimated\n above are subject to change during the bidding process.

6.2. Information\n of an organisational nature on the conduct of the Project and the procedure for obtaining\n the Project Regulation shall be provided by Ms Ervita Riekstiņa, expert of the Infrastructure\n and Management Contracts and Procurement Division of the Legal and Procurement Support\n Department of the Centre, e-mail: Ervita.Riekstina@vamoic.gov.lv.

6.3. Technical\n documentation (containing LV LIMITED ACCESS information), by specifying the part of\n the Project, may be obtained separately by interested Bidder by sending a request\n from the company’s authorized representative to the email address: pasts@vamoic.gov.lv,\n specifying the employees who will receive and review this LV LIMITED ACCESS information,\n along with their email addresses. A link and password for accessing the documentation\n will be sent to the specified email addresses. The request must be accompanied by\n the original affirmation, signed with a secure electronic signature or in paper form,\n of the company’s employees who will receive and review this information.

6.2.\n The bid submitted by the Bidder must comply with the requirements set out in the tender\n Regulation.
