Scope of the Operation\n\nThe operation consists of rehabilitating the railway line enabling bulk supply to the air base for the benefit of NATO forces.\n- Preliminary investigations and site preparation\n- Track and ballast renewal along the section\n- Rehabilitation of existing hydraulic structures\n- Inspection of engineering structures\n- Ballast diagnostics\n- Review of administrative and environmental procedures\n\nThe estimated contract value is €8.99 million.\n\n3. Security\n\nThis procurement is not classified.\n\nThe works concern railway infrastructure, for which access and security arrangements will be defined by SNCF Réseau in accordance with applicable laws and regulations.\n\nAll information made available to candidates by the contracting authority during the procurement process, regardless of its nature or form, is confidential and may not be disclosed in any manner.\n\n4. Selection Criteria for Consortia Admitted to Tender\n\nA consortium of companies with the capacity and experience in railway track rehabilitation on the French network is sought.\n\nA site visit is mandatory prior to submission of the application.\n\nAll submitted documents must be drafted exclusively in French.\n\nThe detailed conditions for responding to the call for applications will be specified in the notice to be published in the OJEU.\n\n5. Award Criteria\n\nThe winning consortium will be selected following analysis of final bids, based on the following criteria:\n\n- Price\n- Quality of the architectural and functional proposal\n- Technical value\n- Maintenance and operational value\n- Responsible procurement considerations\n\nThe quality of the drafting of the bid will also be taken into account.\n\n6. Provisional Timeline\n\nThe contract award is expected in June 2026.\n\nThe works are scheduled to take place from December 2026 to December 2027.\n\n7.
