Beskrivelse: The category covers EPC delivery (Engineering, Procurement and Construction) of utility-scale\n ground-mounted PV plants, including conceptual and detailed design as well as all\n civil, mechanical and electrical works. Civil works cover any required earthworks,\n cable trenching, fencing, pile driving and foundation works. Mechanical work covers\n supply and installation of mounting structures, installation of PV modules, and string\n cabling. Of the submitted\n references, at least one (1) reference must meet the following minimum requirement(s):
i.\n Experience with a PV EPC contract with a capacity of minimum 50 MW DC on a single\n site located in Europe.
The reference must have been completed within the last\n five (5) years.

By \"PV EPC contract\" is understood a contract under which\n the applicant has been the main contractor and where the works delivered are similar\n to the works and services described in section 1 of Annex A – Scope of Categories.\n

\"Completed\" shall mean that all services and works covered by the contract\n have been completed and formally handed over within the past five (5) years, as calculated\n from the date of applying for admission on the qualification system.

For\n the minimum requirement, “Europe” shall mean all ENTSO-E members of Continental Europe\n as defined in Annex J – Grid map of Continental Europe, with the addition of Great\n Britain.

The applicant should ensure that the following information is provided\n for all references:
• Customer entity
• Start date and end date of the project\n the reference concerns
• Capacity size of the project the reference concerns (capacity\n size is to be noted as ”MW DC”)
• A detailed description of reference (i.e. the\n services and/or works and/or supplies delivered by the applicant, including if the\n project was a co-located project involving PV plants and/or BESS and a description\n of the role carried out by the applicant in the project).
• Geographic location\n of the project, specified to country and region within the country
• Performance\n ratio for the first year of operation of the plant that the reference concerns (if\n relevant)

Contracts relating to call-offs under framework agreements may\n be used as references insofar as the work and services under the call-off have been\n completed.

Description of selection criterion: The applicant shall provide information on its economic and financial standing in\n Part IV, Section B of the ESPD.

The applicant must meet the following minimum\n requirement:

Average Solvency ratio: At least 15 % for the last three available\n financial years.

If the applicant can document a higher average equity exceeding\n EUR 5.000.000, the minimum requirement for the average solvency ratio does not apply.\n In such cases, the applicant will only need to meet the minimum requirements for average\n annual turnover and average equity.

If the applicant has not been established\n for three years, the required information must be provided for the financial years\n available. The minimum requirement will then apply only to that period.

For\n groups of undertakings (e.g. a consortium), the solvency ratio is calculated as the\n total equity of the group in relation to the total assets of the group, expressed\n as a percentage.

Description of selection criterion: Selection of tenderers will happen in one of the following 4 ways:

1) Reference\n and standards-based selection (procurement-specific)
Selection based on the relevance\n of references and requested standards submitted under the Qualification System, assessed\n against the specific requirements of the procurement (e.g. geographic relevance, capacity,\n scope, and similarity of works or services).

2) Reference-based selection\n (main category)
Selection based on references submitted for the primary category\n relevant to the procurement.

3) Invitation to all qualified applicants
All\n admitted applicants within the relevant category(-ies) may be invited to submit an\n initial tender. BeGreen may subsequently reduce the number of tenderers based on an\n evaluation of the initial tenders, in accordance with the disclosed award criteria.

4)\n Additional prequalification stage
BeGreen may carry out a contract-specific prequalification\n stage based on objective and proportionate criteria. All admitted applicants within\n the relevant category(-ies) will be invited to submit additional or updated information\n relating to:

When an additional qualification stage is initiated, it will be\n possible – for the specific procurement – to include new supporting entities, cf.\n section 3.10.1. In the event of a new prequalification

BeGreen intends to\n select a sufficient number of qualified tenderers to ensure effective competition\n and will typically invite between 3 and 7 tenderers, unless fewer suitable candidates\n are available.

Information about review deadlines: Pursuant to the Danish Act on the Complaints Board for Public Procurement, the following\n deadlines apply to the submission of complaints:
A complaint regarding non-prequalification\n must be submitted to the Complaints Board for Public Procurement within 20 calendar\n days from the day following the contracting authority's dispatch of a notification\n to the candidates concerned identifying who has been selected, cf. section 171(2)\n of the Danish Public Procurement Act or section 2(1)(1) of the Act on the Complaints\n Board for Public Procurement, where the notification is accompanied by a statement\n of reasons for the decision.
